Heard this cute term the other day from an ASCN pilot.
Seems to be the standard for most 0.0 alliances, so I'll ask if there are any that DON'T go by this shoot first and ask questions later philosophy?

Sorry to hear about your alt. Most ppl ask for an invitation before coming into someone else's house, but... meh.
We don't engage anyone set to neutral outside our space. Most ppl do, however, kill all intruders, no questions asked.

Dont lie. I know for a fact that DDC shoots at neutrals outside ASCN claimed space. One case I know of was a hauler in EC-P8R. Not a member of a NPC corp either, so that excuse goes out the window. I think naping the boyband made all their bad habits rub off on you. ________________________________

Ever thought that the person was, perhaps, lying? Or that their corp aggressed first, and was for some reason -5 on DDC's standings?

Quit being silly, we KOS'ed everyone up there for that operation
We have no friendly relations with anyone up there afaik. That was purely offensive. Any members of G, IRON, IMP and PA and their associates wre all shot. That pretty much means anyone jumping into ECP that wasn't friendly to us.
And that op was 2 weeks old, let it go

Yeah it was, but three very strong pvp corps managed to muscle us out of the area.
Those corps were KIA, SAS & VOC.

I don't know ASCN's pholosophy, but I can tell you why the NBSI is used.
Firstly, it makes it really difficult trying to opperate in 0.0, if you assume a pilot is not going to shoot you the first time you meet him. Which is esentually, the premise of not killing nuetrals on site. NSA had this policy, and it made it really difficult at time to travell through because you were never ever certain if someone would kill you. Also consider it makes it easy on an enemy to run through and make instas, get offices, supplies etc. They can easily do this all under your nose.
Second, standings limits. Frankly max standings of 300, are no where near enough to be able to enforce a nuetrals go free policy. Trust me when I say that there are more then 300 corps in this game who will happily kill you. Not to mention your friends, who you will want at +10 for various reasons, such as station ownership.
Third, its just more fun to be able to shoot at everyone you see. At least if your a pvp'r that is.

Lorth hit this nail on the head.
You shoot anything not friendly because:
1- Anything noob corp or neutral flying through your space 99.99% of the time is scouting, making bm's, or supplying enemies. Showing it mercy is like closing your eyes and sticking your neck out when an axe weilding psychotic enters the room. Just not a good idea. In my entire time playing Eve I have encountered ONE exception to this rule. When chatting with him after I popped his Caracal I gave him 10m to help him out and escorted him out of our space.
2- Standings are limited to a STUPIDLY low number. Even getting your corp to use personal standings (error prone and like herding cat tbh) there aren't enough. If there were 1000 it MIGHT be enough. But prolly not. I don't know why it's set too low, however it desperately NEEDS to be higher. As a result if it's neutral you would have to check the corp, then ask in corp and alliance chat "Are we hostile to "ebilalts" corp?" and after getting your answer you then have to go look for the guy you were asking about because he has jumped 5 jumps in the time it took to get an answer. And that's way too much hassle.
