if you want to jam and dont want a scorp use a blackbird, the prophecy is a nice battlecruiser becasue of its super tough defenses and with t2 lasers gives a big damage output too, all for a fraction of the cost of a BS

prophecy seems to be best fighter
ferox most all round useful including ew

The prophecy is by far the strongest, that and the ferox lead the brutix and cyclone by a long way.

A bit of a braod question really, but if you want to jam other ships then you need lots of med slots ie a Ferox, but be warned as it doesn't receive any bonus to using EW modules so your cap will drain rather quickly.
For pvp well some will say Prophecy, but to be honest if you have all your basic engineering/electronic skills to lvl 4 and BC lvl 4 then any of them are good.
If you want to specialise on EW warfare then you'll need to train a few more electronic skills that reduce cap use or give a larger optimal range for EW modules.
I'm sure you really want to know which one is uber and can beat all the others with ease so i'll show you:
Prophecy > Ferox > Cyclone > Brutix > Prophecy. 
If you're skills are good/great* then you'll be able to take on any other similarly skilled pilot, but it won't be a walk in the park if they know what to do.
