A third would be rollback some of the new skills you just added. Been in game for 4 million skill points and am a turret user. Can't do level 3 missions anymore because the npc's all have the new missile skills fully trained and I am not skilled enough to tank their damage or well equipped enough whereas I was running lvl 3 missions for 3 weeks prior to the patch, with difficulty but was able to do them. Every new layer of skills lengthens the time a new player has to take before they become a fully functioning member of the eve society.
Another would be to increase insurance to cover 90% of cost of ship, gear and cargo so people do not risk 50% of their assets by venturing there at a higher insurance rate. That is a conservative estimate as some of the gear I have on my armageddon and my implants and ship would cost well over 50% of my assets to replace and unless the reward justifies the risk there is no reason to go there. I am talking about another 2 months of running level 2 agent missions to replace it. Some risk is acceptible, severe financial ruin for meager reward is not. Its just too risky for those with less then 10-15 million skill points who dont have a built up reserve yet to risk it all on one throw of the dice. There is some gambler in me but not that much. Another way of doing the above is lower training time multiplier, I don't mind spending 17 days training a skill (medium energy turret V)but thats 17 days before I start training medium energy pulse and beam specializations to IV so I can then spend more time doing Large laser turret V for 21 days. and then I might be able to do level 3 missions again. Sort of ridiculous. my wife, plays also is Calderi now has 3 level 2 agents at 9+ standing and can no longer do level 3 missions either.
Since patch basically all we do is log on to switch training because we were both hurt by last patch her, because missile skills were gutted and me cause my opponents got instantaneously better. Neither one of us enjoys this by the way, whereas we used to be on Eve 9 or 10 hours a day because we were having fun while we were training. I spent 2 months running level 2 missions to get and equip my armageddon and have enough cash reserve to replace it. Well I replaced it 3 rd day after the patch cause on one of the new missions added with the patch I could not tank it. I tanked angel extravaganza prior to it.
Final suggestion, stop making frigates ultimate weapon in game. Did you know that there are people currently doing level 10 complexes in groups of frigates because at a certain speed they cant be hit? Look at me I drive a frigate Im invulnerable, can beat battleships with just 3 friends just how ridiculous do you think that is? I find it totally inane myself that my big battleship, with its so much vaster resources is vulnerable to a gnat whose evasion program probably uses less then 1/10th of the cpu I have dedicated to targeting. And my medium turrets and I have 2 small turrets for frigates cant target them for 15 seconds, by which time they are orbiting around me. So I use drones for npc frigates, though logically my small turrets shouls hit them, they dont even though small energy turret skill is at V a
