Ok here's a wacky plan:
-Travel permits- Those who control sovereignty of a system can sell travel permits through their systems and can "stamp" the pass for limited access (3 days, 12 trips, etc) as well as access to their stations and mining areas. Said pass would be listed on your info box or you ship (on the context menu) to the corp who issued the pass. If your pass is expired or not valid for certain zones, you're obviously asking for trouble - it also allows corps to keep track of people in their area and make valid profits from their labour of keeping their territory.
Now, how does this go with the matter of quick travel? Interbus. You take Interbus from a station and present them with your pass for certain territories and they'll tell you how far they can take you. They'll go as far as you're allowed (so they don't get shot, of course) and then drop your ass off at the Interbus station of your preference. Now, not all stations in the universe will have Interbus access, so you can target certain stations for piracy.
People can travel about the universe safely, but only if they've prepared in advance AND gotten permission from territory controllers.
What happens if they're refused access by controlled territories? No pass, no Interbus. No Interbus means you still have to haul your butt around on your own time. How to enforce the law of the land? Hirable mercenary NPCs so they can be there 24/7 (well, 23/7.. whatever) and be "content" for people wanting a fight. Maybe even have expensive as hell sentry guns that you can anchor to a gate (100 mil each? must have sovereignty, 4 max per gate, destroyable?)
So now you have paid travel that is limitable by players, ensures safety of implants, gives more power to big corps (if you're a super-power, you're gonna do what you want anyways...), keeps wars from being pulled in and out on a whim (no pass, no interbus) and promotes PvP (you don't HAVE to take Interbus... you can fly through and engage targets in the system - might have to dodge those Sentries though!)
Ya, it's a bit far-fetched, but I forsee the super-clone-hopping to be, not only a burden on the servers, but a burden to game mechanics entirely for the reasons stated above.
What do ya'll think? I've got a few ideas floating around upstairs that could work with this - wonder what's wrong with this one. --------
