im running Missions for a Caldari Navy lvl 2 Qual 18 surveillance-agent for a while now and im @ 15000 LPs. According to some Agent Offer Databases im about getting the Offer for the "Military Connection Skillbook".
But my funny Agent just gave me the Offer for the +3 Perception Implantat. Well, i dont want that :)Meh wants the Skillbook offer.
How is that Offersystem working ?
Think i have to decline the Offer i dont want and just wait for the right one ? Do i have to make some things ( run another Mission.....slaughter a chicken when fulllmoon or some other voodoo ?

After an offer you have to do 1 mission to get a next offer. If yoy don't do a mission there's also no offer from the agent. It can take several tries before you will get the skillbook, and chances are you gain too much LP's doing the extra missions inbetween the offers.
It's all just a matter of luck. I got one of the connection skillbooks yesterday on an agent who just reached 15k LP's, while another agent i have at 15k for about a month now is still giving me implant offers.

Afaik, there are "areas" of LP offers. Like 1-5k, 5-10k, 10-15k and so forth. I don't now the excat numbers and it might just be a '-' thing, so if you got 15000 LP, you'll get offers from 10k-15k.. if you got 18k, you'll get from 13k-18k. I got an 15k lp offer when i had 20k lp. Hope it makes any sense :)

Right now I have an agent that is offering implants for 10,000 LP when I have almost 14. I am expecting my next offer will be in the range of 11-12k by which time I will have in excess of 15k.

Some of the offers I've been getting are totally retarded....
8x +3 mem implants for 80,000 LP
Pretty decent, easily over 300 Million if I cashed it in, but then...
1x +4 mem implant for 100,000 LP
WTF? You want 25% more LPs for an implant that will net me 120M if I'm lucky, less than half of the last offer!? Can't get worse right? - But then...
2x +5% Structure implants for 120,000 LP
WTF!? Worthless! I'd be lucky to get 10M if I could sell them at all.
Sort it out CCP!

The reason more and more people are complaining about offers is because you guys are placing ISK value to a Loyalty Point, when in fact its free from doing the agent mission, much like Standing (you dont see people placing ISK value on that, now do you)
If I was you, I would have taken that 8x +3 Mem offer in a heart-beat, use it for my alts and either sell it or give it to corp mates.
Stop placing value on your LP's

some of the items of freed slaves have no on outlet ie another offer further up the value chain so u just acculmulate them for nothing. Guess CCP will sort out someday
U also have good and bad qualit offers at least level what u get is pot luck. I just collect as many offers as i can implants +3 go for 30-55m each - u can more than afford the 150m for the connections to buy it. Once trained u dont need it again.

Yes, my advice is is you really want it, buy it.
If you can afford it, sell implants until you can afford it.
Simply because you get more LP every mission from then on. And if you get the book again, you can take the offer and sell it, to get yout initial investment back

Its correct to put an ISK value on LP.
The more utility or novelty value something has the more deisrable it will be.
What happens to a desirable object? It sells for more....
Would you agree if it was put this way..... "CCP - Please let the usefulness or novelty of my LP offers reflect the time I spent acquiring the LP"
It's the same thing, worded differently.

it all comes down to supply and demand and because it does boost LP the offers are way less. Than say freed slaves - factional weapons or implants

... and CCP should alter the offers to reflect the real value of items.
Looking at the first two offers CCP is telling me a single +4 implant is worth ten +3 implants and that just ain't so when you check the markets.
Look at it like a job: Your LPs are the grade of your job, the offer is the salary for that grade. You're a grade 8 and you earn ú30K per per Annum, you work hard and get promoted to grade 10 and your boss tells you the new grade comes with a salary of ú12K...

If EVE was really based on true economics agents would have sensible offers if they wanted to attract and retain runners, otherwise they'd be out of runners and out of a job themselves!

15K LPs is a trigger number for many decent offers, in my experience.

CCP will adapt and change depending on who takes what and when hotfixes are applied quite often without us knowing - id like to see even more diversity in offers from agents. But it isnt happening to much atm.

10k is the price for 'LP + high-tech scanners' offer.
15k might result in some sort of better offer for the same implant, i guess. o.O

Took the words right out of my mouth :) The ISK "value" of those implants is based on the player market, not the "value" as assigned by the game.
According to the Item database :
+3 Mem : 200k http://www.eve-online.com/itemdatabase/skillsaccessories/implants/attributeenhancers/implantslot2/10208.asp
+4Mem : 400k http://www.eve-online.com/itemdatabase/skillsaccessories/implants/attributeenhancers/implantslot2/9941.asp
Still a bit out of wack given your offers but given some of the offers I have seen for different LPs it's not necissarily a linear progression anyway :)
