Hi
yes before you flmae me I know this type of suggestion has been requested before
I understanding you don't want third party software playing with your program
so why not use your front end program which leads to the char info only so we can change skills at work or other places that dont have the hard drive space or would lead to work having a go at us
As i tryed to logon this morning to find that my broadband was not working and only having 20 mins before i had to leave i could not do anything about it and my skill has or will stop before i get home and that we mean 6-7 hours of not training..

Because it prevents immersion.
Since you effectively could create a character, train the first 30 seconds of a bunch of skills, and never login to the game again until those skills were finished. CCP at least want a little interaction from it's users. Alternatively, some people [i]would[/.i] use this to just precreate characters to sell on eBay; as such web-based skill changing could inevatibly be macroed.
I also put the question to you, how would you want to train? Train the next level of exisiting skills? Or be able to train new ones you have the skill books for? I believe CCP said, I may be wrong, that it is also technically difficult to allow for out-of-game skill training.
As a solution though, install Eve on a portable HDD (USB) or an iPod. Or do as I do, and VNC to your home computer to change skills. But remember, at the end of the day, loosing 6-7 hours of training isn't the end of the world.

my work computer is so old, that it shows only black logon screen... anyway I can't play with this comp.

the other bit about out-of-game training would dont be too hard as it is they program but cut down so it will talk as normal to the main game program just not play in it
I for one will play eve on or nearly every day so its only because my broadband went down late/early thats why i did not change skills before i went to work and yes 6/7 hours is dont a lot in the long run but it can and will add up if it happens more often, CCP can put a flag on/in the char so you can only use the out-of-game skill change in-between to actaul game plays
plus like the other person said my computer at work is not game enabled plus the points you made about marco training can be done with the full game so thats not a point for either program

You could create a character in-game I mean, then use out-of-game processes to just tick that character over 100% efficiently on when the skills expire, until you have a perfectly trained one. And you would only need to login once (or a few times).
Putting in which program that you must login every 3 days? Your skill changer, or in Eve? How would this affect the folk who have gone on holiday for 3 weeks, and want to change a skill from <insert foreign place here>? Since their skill training would reset every 3 days.
Yup people do sell characters on eBay, buy they have to go to the effort of logging in an using that character. A system that bypasses logging in (or even requires minimal logins), would still make it easier to reskill. Especially when you consider that you could have 100% efficiency by checking/reskilling as required (via a macro). Even though macros can run on the game, CCP isn;t about to write another method that people will use for macroing.
However, your ideas do reinforce what others have written. That either a skill should continue to train automatically until it is at level 5, or that you should be able to stack a current/next skill.

sorry but your points go to the main game as well as any out of game program as you can do the same thing to both programs,
plus using the program i suggested do need normal login usage
sorry i am of home to find out if my broadband is working or not if it is then i be able to take this gone more if not then i answer you more on monday when i get back to work ;(

I will just leave it at this.
CCP want you to log in to the game, not used a stripped down client.

I understand that CCP wants players to login to the game but the problem is that we cant always do so because of where we are, and any pro/cons with the full game or stripdown versions is the same the poeple that will mis-use the strip-down login are already mis-using the full program the main problem for poeple like me is that i cant use the full game program at work as the pc is old and there is the order from above not to play games on pc's

It is about time we have this factility, people selling chars and all that crap is going ot happen no matter what you do, and as for getting new skills well if you not playing the game how are you getting the isk to buy new skills?
People selling chars is going to happen, and they ahve a mian to pump the isk into the week char any way.
So far I have lost about 24 hours to not changeing skills.
And dont complain about imersion, thats utter crap. As it stands now all that happens is people log on say skill change in the corp chan (if tehy even bother to do that) and log off again.
the comunity wants/needs this tool, just becuse your 17 and have no job, does not mean the rest of us are, I have to leave for work at 7am and dont get home till 6 or 7, meaning that 90% of skills never fin when i woudl like them to.
Meaning that i just change skills every time I log off of eve.

I don't think it's as much "immersion" as it is a security and stability issue. Next, everyone will be clamoring to be able to put up buy orders and mine ore through the browser without having to login.
Stop beating this dead horse and move on. It ain't changing!
