Ever had a situation where u have just bought a brand new ship but now u have to fly over to the system it is in and then leave behind your old ship?
How about adding an ability to let players "hitch" a ride with another player. It would make shuttle far more valuable to a corporation because a pilot can then ferry out another to the newly purchased ship. It can also add a whole new type of mission to the missions section.
In order to ferry a player though an upgrade such as a passenger cabin would need to be added. Once the player (who is being transported) has boarded the ship the upgrade cannot be removed, however, the player who is flying the shuttle can "kick" a player out at any station he has docked. If the player kicks the passenger out in any system or station that was not the destination system and station the player gets a significant drop on their sec rating.

I can see this being exploited right now, player A need to get to station and hires player B to ferry him, player B is in league with player C whom player A is supposed to suit up to combat. In order for this not to happen and severely weaken player A:s side the ferryman, player B, servicing player C, decided to logg off in mid space to keep player A trapped indefinatelly.

I do not believe the idea is "**** Pour" I have had the same idea before but there are some holes in it. I think the better way to deal with it would be to "Book" transport on a NPC transport, then you know you are going from point A to point B. this should take real time to get there so if the destination is 40 jumps away then its takes the time it would take to go 40 jumps.
Having said all of that the currently existing shuttle program acts in much the same way and for a reasonable price. the one main concern is that shuttles while they are fast are still vulnerable to attack and have no defense capability except speed (Which by the way if someone is gate camping speed will not help)
Shuttle tranportation is cheap and effective. I usually pay 10K for a shuttle send to wear I am going repackage and sell it for 1 isk under the market usually 9999 that way it cost me a total of 1 isk to make the trip. That is a Very cheap way to travel but also potentially risky. Now if I could book travel on a heavily defended NPC transport and be assured that I would reach my destination then in some cases I would pay 100K isk to insure safe travel.

thx, after thinking about it some more i came to pretty much the same conculsion as you.
How about if there were different levels of transport u could book. The higher the price the more secure your transport is. Minimum fee would give u a basic shuttle ride which is fine for secure systems, but to shuttle through other system would probably require a better transport therefore costing more.

Sooner or later they are supposed to implement Interbus that would transport players to where they need to go. Hasn't been any ETA on it though, even the details of how it would work are unclear. The shuttles were implemented as a temporary fix to tide everyone over I suppose.
