I just listened to the Twitch broadcast about how these tags drop..
and they told something like:
"there is something that influence the spawning of these NPC"
"you will figure it out pretty quickly"
could that be the amount of ore mined in the belt / system?
other wild speculations?
EDIT: to be clear I am talking about theses magic tags that help you bring up Security Status up and what impact their spawn rate |

Assuming you're talking about spawn rate (I didn't listen to the stream)...
Given that they're all clone soldier trainers/recruiters/etc., the obvious answer is that it will be Dust related. It could also be FW related, but since FW is basically the nexus for DUST integration into Eve, there's kind of a blurry boundary there.

especially because Dust is in only one region for now..
wait.. does that mean....total planetary conquest in all low sec for June 4?
