Hi!
Im new to the game. i just read the scam and grief policy.
i wonder if piracy can turn to scam or grief? when i fly around kill players and try to betray them... is it possible to get banned by this?

No, piracy is legitamate, if nerfed to hell. That policy in the EULA is bull**** anyway, since you can fly around and constantly harrass a player anyway if you don't like them, and all they can do is quit or join an NPC corp. ___

You can pirate people and wardec and scam them.
You cant "harass" people. Thats petitionable. From the FAQ
What is harassment?
Harassment is the blatant abuse heaped upon one player by another above and beyond valid game play interaction. This offense often includes the use of derogatory, hateful, slanderous or sexual comments as well as insults that pertain to religion, gender, nationality or ethnicity. CCP has a zero tolerance for such behavior, as stated in our Terms of Service and violators may be immediately banned.
Players should note that EVE emphasizes player interaction, including non-consensual combat between players. Being attacked by another player, within the parameters of normal gameplay, is not harassment.
What is the policy regarding harassment?
Simply put, you may not harass other players. This includes, but is not limited to, hateful, racist, sexually explicit, threatening or harmful comments either through the in-game chat channels, in-game mail or on our message boards. Partial masking and alternative typing of such comments will be punishable by the same standards as the comments themselves.

...or petition for harassment and get you warned, and/or banned. I know of cases where that's happened.

With each kill, you eve-mail him, convo him in private or in local talking about how great you are or how crap your target is until he/she breaks down and cries behind the computer and cancels his/her eve account.
As long as you pop him, and say nothing. Nothing happens, I guess. If you feel bad, send some ISKs to your target with a smile. ----------------

repeatedly hunting someone down without justification is harassment.
scamming someone is legit as long as the buyer has the ability to get sufficient information to realise its a scam. for example, escrow scams are allowed because anyone who is stupid enough not to check the escrow before they buy it deserves it
piracy is just blowing ppl up. thats allowed
piracy would become griefing/harassment if you start camping a gate and letting viable target through apart from a small group/individual who you blow up repeatedly

No, thats perfectly fine.
You can also camp someone down in a station for as long as you like.
