What's considered the best targets for Frigates in PvP (preferably 1v1)? I am concentrating on flying Punishers and would like to know what targets to try and slot......should I stick to haulers/barges or is this even possible?
(Never PvP'd yet)

Mining stuff other than a large barge. It takes a while for them to open up their dronebays sometimes, but then they can kill you relatively easily (try and strike when their combat drones are dealing with NPCs)

Just be aware that you will only have 2 mids with the punisher. You're probably going to want a warp scrambler more than a webber unless you know your opponent isn't going to back down from the fight.
While it may not appeal to the individualist sentiment of foreigners, recall that we Amarr find it a moral necessity to outnumber the heathen. It's a sign of humanity's inherent capacity to recognize the Truth and its pursuit. Of course, it also goes without saying that "inevitability" is just another word for Divine will. Our design and tactical philosophies all reinforce this.
Either that, or accept satisfaction in seeing our enemies driven before us with our otherwise superior technology.
As for target choices, you have only short or mid range lasers. Missiles/rails/artillery users are going to try to out range you. For them, try to get within 10km on the initial pass so you can hit them with a transient webbing. This will last for awhile even if they go out of range. Not as long as it used to, but it's still something. With practice a smartbomb is useful for taking out missiles that come from long range. You're gonna be the slowest thing on the field in this circumstance regardless, so maybe think about skipping an AB/MWD and go with a target painter or sensor damper or other EW mod. Instead fit a MAPC for small "medium" beams*, and damage/range mods. (*Why a better name couldn't be devised for sm. med beams couldn't be devised is beyond me.)
Blasters/Autocannon users are going to try to get under your guns. These guys usually use alot of cap in a hurry. If your cap skills are better, a neutralizer might work for against a weak capacitor, whereas a vamp might work better (probably not) in a prolonged fight where repairing efficiency is everything.
Regardless, there is no effective single fitting for all circumstances in 1v1 pvp using the punisher. Full gank will be more fun though, but the battle will be over sooner one way or another.

3 medium pulse 2s with multifreq
dual webber or good webber and warp scrambler
200mm rolled tungsten plate and whatever else to make it fit, can give a good fight to taranis/crows and most intys that come in 10km
killed few intys with this setup and made others run.

I fought a plated puni with a nos setup once and it took out my mate's wolf and almost broke the tank on my hawk.
It's solid as hell for a frig.

Tranquil. If you don't mind training Caldari frigate upto level 3 look at the Succubus Sansha Faction Frigate. In my oppinion it is the best T1 frigate you can fly, It will tank as well as any Punisher, but with a good laser/missile combo it will punch as hard as hell. You can either buy one of escrow for about 5-6 mil. Or get a BP from doing 1/10 Sansha complex and building it for about the same price as would cost to build a Puni

doh!!...thanks Max!...I picked up 2 of those Succubus BP's in my first week playing...sold em on Escrow for about 4 mil each... Will give that a go, sounds good

1/10 Sansha Complex gives a BP? Are you sure? Any 1/10 Sansha Complex? I thought that 1/10 were training only.

I have found worm (merlin faction frig) BPCs in 1/10 guristas complexes, and Succubus BPCs on 1/10 sansha complexes.
Found the worm BPC on the overseer in the third of 3 stages(nasty osprey frig killers there)
Found the Succubus BPC on the overseer in the second of 3 stages.
Was unable to do the guristas complex without the friend I sold the worm BPC too.
Can do the sansha complex without going to 50% shield and i am armor tanking a punisher lol(insta-kills all the way)
Flew a punisher for both with a one week old alt(LOW SP), and I had a PvP setup on because I was at war...
3x Dual Light Beam Laser I
1x 1mn Afterburner 1x Warp Scrambler I
1x Small Armor Repairer I 1x Armor reactive Plating I 1x Warp Core Stabilizer I 1x 100mm Rolled Tungsten Plates
Fought a year old player flying a rupture with this setup, and managed to take out his shield before I knocked off. Pretty good for a 1 week old player in frig vs a 1 year+ player in one of the best cruisers...
Switch beams for pulses, 100mm for 200mm, and reactive plating for an energized membrane.
