ok so i believed with a sec status below -5 u could go and shoot anyone u want without concord pwning your ass in a .4-.1 system near a gate or station....
well i was wrong
heres why:
I sitting at gate waiting for war targets in crow. see a probe jump in. shes a 2 year old char so i figured she might have some good **** in cargo. I warp after her to station...
scramble, web, shoot....boom my ship is gone and the probe pilot is laughing in local... she picks up 50mil in **** off my ship and leaves.
suppose i shoulda tried my theory out in a cheaper ship but live and learn i guess...
