Can anyone with covert ops experience tell me what a good solo PVP setup would be for this ship? I heard they do well in duels against intys so I thought I'd try one out.

None.
All covert ops ships are fairly fragile. They are used in PvP to scout for a gang or fleet and are usually equipped with scan probe/launchers to find ships that are hinding in safespots. They are unique in their ability to fit the covert ops clock(massive CPU reduction)which will allow you to warp and move at a high rate of speed while cloaked.
I would not suggest going up against any intys in a covert ops ship unless you have friends close by to help.....

It's risky business but if you have good jamming skills, you can easily take out any interceptor, provided you can keep it: - warp scrambled - webbed - jammed (all together at the same time) Warp scrambling and webbing aren't a problem as soon as you're in range, but successful jamming is required. For all this you also need a lot of cap. If you can't keep it jammed (get unlucky or run out of cap) it'll rip you apart in a matter of seconds.
But trying to do this is kind of a waste of the ship's purpose, which is to be perfectly stealthy and scout...
Anything, here's something that fits and that I would try: Hi: 2x electron blasters II
Med: 1x warp scrambler 1x fleeting propulsion inhibitor (-90% webber) 2x hypnos multispectrals (replace with racial jammers if you know what your target will be) 1x small cap battery II
Low: 1x mag field stab II 2x cap power relays
Note that I have NO CLUE whether this is even viable. It just seems right and I made it with QuickFit. Use at your own risk.

Grimpak's helios setup for gang assistance:
hi:
cov ops cloak 125mm gatling AC (will only fit if you have adv wep upgrades at 4 afaik, even so it's just a supression weapon.)
meds:
cold gas AB 3 T2 damps 1 T2 small cap batt
lows
3 CPR's
2 T2 goblins in drone bay.
results: pretty much screws the life of any ship. 3 T2 damps can infact shut down lotsa ships, including interceptors.
with skills the ship is also unossable (althou 310 cap with 58 sec cap recharge is a bit overkill....).
however, you are still a frail ship and just a simple annoyance if you are solo. Cov ops are better to scout, and have a limited ECM support role. -------------------

If you're throwing Multispecs on than you arn't using ECM correctly on that ship. Use Named Racial jammers. You can support it a hell of a lot easier than 2 Multi-jammers that A) Will fail a lot more B) Never ran at the same time as much. Named Racials with good skills is pretty low. Cap relays in lows can support 1 for a long time. None the less, fighting against chosen ships. Like for example a Claw = almost 100% jam sucess. Same goes for the wolf being it has what 8 strength?
I run similar on my cheetah. It does well being I pretty much jam everything minus caldari scum. Only problem I see with Helios is 1 turret and drone. My cheetah does well due to 2x150's..

I used to kill ceptors in my buzzard before they increased the PG requirments on launchers, now u need to fit MAPCs to even fit the launchers.
My suggestion is, if you want a cloaked pvp ship wait for the patch, the stealth bombers will be pretty decent as a small ambush gang (yes, I tested them on SiSi).

Well Covert-Ops can PvP really decent. Most ships in game can. It's just these ships weren't really designed too but they can. It's just very hard to do so. Before my time people were doing it in Buzzards. When you could actually stack ECM modules. I remember one time exploring in Curse when CA was around pretty heavy. I was in a Rifter trying to get into some 0.0 piracy. I went to a gate to chill and there was a guy in the system. All of a sudden he just appears there and I was stupid enough to engage him on the gate (He was waiting for me to do so to get aggresive timer so I couldn't jump). So I get him to half shields right off the bat then BOOM! I was crippled like a biatch. He killed me pretty quickly in his Buzzard. The sad thing was that he prob used a ECM-Multi and like a ECM-Burst but I was so stunned it was to late. From then on I knew I had to train for these ships. Then later on Exodus hit and ECM was changed.
Still keeping in the influences of the people who kicked my ass. I tried to pvp in my Cheetah. Overall having V small autocannon spec helps a lot. It's not that the ship is to weak. I mean most have 4-5 Mids. It's the fact you got to prep a lot more for a fight unlike what you could then. I've defeated a number of good interceptor pilots in my Cheetah and I've lost a few too. Mainly with using one ECM jammer with my elite ECM skills. So it can work. Bombers on the other hand I can't see myself using. It just doesn't have the utility like the covert-ops do. You can do many things with them without using ECM. Like tracking disruptors, Damps, Not using a Covert-Op cloak and just using the ship itself. Overall I don't see why more people don't use the ships for more pvp. They're rather cheap now. Cost me 6 million isk to replace my cheetah after losing it to a Harpy that I engaged to tackle in F-E system.
My cheetah Setup is this
2x150 Autocannons, 1xCov Cloak 2xNamed Racial ECM (Minmatar and Gallante mostly), -90 Webber, and WS 2xCap Relays, and 1xGyro II
I see a lot of claws here and there. 1 Minmatar ECM cripples there whole ship. Taranis's and stuff are also pretty easy targets. However due to there strengths being a bit better. I have failed a jam here and there on them. Which cost me my ship even for 20 seconds of fire. Other times, it was complete lock down. Being I use named ECM's it like 50 or so energy a cycle. I can support 1xECM, Webber, and WS for about 20 cycles due to cap relays + cap skills. I can push 2 ECM's at once if one fails. It drains cap to like almost 0. But I can't run 2xECM's for 2 cycles.

PvP + Covert ops = Pointless.
Yes it can be done. But why ? Yes you might be able to kill an inty, only if the pilot was AFK or had miners fitted.
You could fit all sorts to try and win, from jammers to dampeners etc... and yes you'd win but all it would take is any pilot to fart near you and you'd die.

If you look at all the interceptors sensor strengths as well most of the frigates and maybe 1 or 2 Assaults sensor strengths. You will see they're all really low. Like I said above.
Claw = 8 Sensor Strength Stiletto = 8 Sensor Strength Crusader = 9 Sensor Strength Ares = 10 Sensor Strength Taranis = 9 Sensor Strength Punisher = 9 Sensor Strength Rifter = 8 Sensor Strength Kessie = 10 Sensor Strength Tristan = 10 Sensor Strength
Lot of low strengths that are crippled by just one.
