Because of the confusion and numerous miscommunications between many different people in our alliances over the last couple of days, we have chosen to address this message to you on this forum, because we believe it is the most efficient way of getting the attention of your leaders.
We have set up POS in a constellation (T-1WDH) that you claim without asking for your permission.
ISS, and myself personally, apologise for this.
This is not the way ISS operate. We only operate in regions where the owners welcome us.
The reason for the mistake is simple: we didn't know it belonged to somebody, we believed it was unclaimed.
To make up for this unlawful encroachment on your territory, we offer to:
1/ Remove the POS (we already removed the POS in AOK system). 2/ Pay rent with retroactive effect as per the agreement we had on Western Stain.
Note: if you want us to remove the POS we request that you set the corporations to neutral while they move them.
We can also:
1/ Leave the POS, continue paying rent, pay rent with retroactive effect for the time they have been there as per the agreement we had on Western Stain, or make a new agreement.
We hope that this apology will suffice to settle the issue and that we can reset standings between our alliances.
Note on Western Stain: we previously had an agreement with your CEO council on Western Stain. Unfortunately no ISS corporations actually moved into this region, therefore no rent was ever paid for it. I suspect the reason was that it is not possible to claim sovereignty in these systems and obtain the (for us) vital sovereignty fuel bonus on our POS.

I'd like to append my own personal apology to this. As Regional Co-ordinator for Catch, this fiasco is my responsibility even if it's not my actual fault.
I was aware that AOK-WQ was under SA sovereignty, and for that reason, I mailed an SA diplomat (or at least, someone who I was led to believe was an SA diplomat) asking if there would be any objection to us placing in AOK, starbases which would not be used to claim sovereignty. I was NOT aware that SA claimed the entire constellation.
I instructed ISS, via our forums, not to deploy any POS in the AOK system until I received a response. Other starbases, in other systems in the constellation, seem not to have attracted the ire of SA.
Unfortunately, one corp has chosen to disregard my instructions, and proceed on their own account. This has, quite understandably, caused great annoyance on SA's part. We are eager to try to find a solution to this which does not entail losing Stain Alliance as a friend and business partner.

im in no official position to speak for SA or my corp so what i post now is my own view and has no direct bearing to the situation posted..more of my general view based on several incidents (well 2 but you get my drift).
you guys really need to sort out your member corps..first renegade members make a mess of your deal with BOB and now their putting POS up in systems without permission and disregarding orders to the contrary..the idea of your alliance is a good one..but if you dont clap down on your members soon..some one eventualy will do somethign which will lead to your downfall. _____

This was not a case of a renegade members, but a situation where the Management made an honest to god mistake. We thought the constellation was unclaimed. It wasn't. It's not like there was a sign on the jumpgate saying we were in SA space, you know, and our previous discussions with your leadership indicated that your alliance claimed Stain only, not a constellation in Catch also (and yes, we had POS in the constellation during those talks).

We're back to the good old communications failure on that one.
The corp who deployed in AOK, did not have access to the out-of-game forums (they should have had).
They also hadn't spoken to me personally (they should have done).
They spoke to Burzon, who is a senior ISS official, and whose corp had a POS nearby. He told them that his corp, PAX, was okay with them putting up a POS in the area. They took this to mean that ISS officials had authorised them to deploy it.
This might be because they're all Brazilian, and their English is not an awful lot better than my Spanish.
On a more general level, ISS is going through what several alliances seem to have done in the past, where after a sustained period of rapid growth, you begin to realise you've overcooked things and begin to shrink, where the non-core corps wander off and do their own thing. (I gather SA itself did a lot of fat-trimming while G/IRON were around? The raw number membership certainly went down a lot.)
Hopefully we will emerge a leaner, fitter ISS, with corps who are all reading from the same page. It's becoming clearer by the day that we're going to have to MAKE people do what we tell them

Your timeline is a bit mixed up. But yeh that process happened. Quite unbelievable how much fat you can lose AND increase gang numbers :)

There has been a failure on all fronts with communications between our two alliances. I will endeavour to have this resolved as soon as possible.
The delegates for SA as point of contacts are Gloria Khan, Orc A and myself (http://www.sa-eve.com/smf/index.php?topic=459.0). Let's arrange an via in game methods a discussion time to resolve these problems.
I look forward to bonding healthier relations with the Interstellar Starbase Syndicate.

Count I have your mail in game which is being attended to. We had no problems over allowing ISS to mine but to be honest we are getting far too many individual members of ISS telling us that they represent ISS and saying everything from permission to mine to "f off and die SA". You need to have one voice imho.

We had some similar problems in Fountain with ISS members. However an evemail to the Count resolved them all fairly quickly.
It was somewhat interesting to have some ISS corps putting up POS's in Fountain since they weren't really welcome by any of the four alliances fighting there. It was resolved quickly though.

Which happened first, the expulsion from ISS or the annihilation of the Starbase? Anyone in ISS dumb enough to go where we *know* we're not allowed, both tend to happen fairly quickly.
