Does this leave open a backdoor for a US-based hardhead to carry out legal repercussions against a non-US person that is deemed to have "annoyed" the US citizen? I can assure you that this law will have no effect on anyone located outside of the USA. As long as there is no international law regulating the internet, anyone can still talk smack anonymously from outside the U.S. without being affected by this law. thepiratebay.org has a long, proud tradition of taking advantage of liberal scandinavian laws (its servers are located in Sweden) to bypass American and British regulations on P2P software, for instance, and there's also this case with a Norwegian guy (DVD-Jon) who was the first to bypass the copyright protection of DVDs and make public the way to do it, a clear crime in the U.S. but according to the Norwegian Supreme Court his actions were not in violation of Norwegian law, even when faced with tons of pressure from institutions like the MPAA.
The morale? I'm glad I can stay in Norway and enjoy the Scandinavian way.

The presence of the phrase "Called number" pretty conclusively removed all internet communications such as blogs and message boards. This seems to be measure to close a loophole that existed for internet based phone call services like vonage, etc because there is clearly no called number with regard to blogs.
This article is a joke. You may commence with the annoyance without fear.

One come to my mind "3 strike" law, wich was meant to punish hard criminals that repeated heavy crimes like rape, murder and so on.
What it did punish and achive.. was to fill up the prisons (in USA) with guys who stole bicycles while drunk, food because they where hungry and so on.. just that they did commit their third crime even how silly it might have been but they got sentenced after the third strike law and ended up with 25 to life !!!

Watch some of the classic movies, such as with Jimmy Cagney, and it's plain that that law has been around for some time. They called it a 'three time loser.'
So, the three strikes your out is the governments way of saying, 'OMG we better look like we are doing something, or people will become suspicious of us.'

CCP are not a US company and have (as far as I am aware) no assets in the US, except maybe Kieron (thanks for the info EON v2). Therefore no US law could be enforced on them as long as the US and Iceland have no treaties. Besides CCP would only be asked to help the agency track down the person and CCP would be within their rights to tell them to "Get Bent".
As much as some people (like the record companies) in the US want to believe, US law doesn't mean squat outside the US boarders. There are some countries which will co-operate for serious crimes but they usually have to go through the local courts first. For example, if I break the DMCA but its not a crime in the UK, I am not subject to the DMCA and the US can't do anything about it. One example I can think of is a bittorrent site which posts all the legal threats they get from record companies. They always make fun of the lawyers when they quote the DMCA to a guy who lives in the EU. I've often had people send me a link to the latest threat to have a laugh. I wont post the link to it (Movie/Music/Software Piracy is bad, EVE Piracy is good) but anyone who uses Bittorrent will know it. Their name has "Pirate" in it.

Sorry but your wrong. In order to do business in the US you have to abide by various US laws. Its a bit of a pain tbh. For example you can't sell to the US and sell to restricted companies/countries/people that the US have outlawed. You can't for example also agree with an embargo in your country if the US doesn't allow that embargo.
There are a range of other rules. If they break them then they loose thier ability to sell in the US (at best) and maybe fines/jail time if entering the US (at worst).

You know what's far worse than the "annoyance" law?.....The U.S. government's current use of Imminent Domain. Basically now real estate developers can fund their own study showing that if they redeveloped the land that your house is on, that the city would have more tax revenue generated, then BAM! They can "legally" take your home against your will. Previously Emminent Domain was only supposed to be used when roads and schools needed to be built. So in effect it's Government sanctioned Corruption. Even the right-wing biased FOX News channel is rallying against this......so I guess the money is going directly from the U.S. Real Estate Developing Corporations to the Corrupt Politicians.
In Ohio a nice neighborhood was considered "blighted" and therefore up for raizing due to the poor conditions of it's streets.......which of course is the responsibility of the City to maintain. The same thing is happening in Florida where a neighborhood on the waterfront is being raized to build Condo's and a yacht club!
What are they going to say next?..."Let them eat cake"? Take it from me a politically moderate who has never owned a weapon.......these Land Barons are going to meet with a direct and untimely demise, I expect.
As for me, I am moving to Vancouver, B.C. ASAP. Voted best city to live in on the planet 2nd year in a row!

But seriosly I find the law a laugh, just like the decency act of 95 (or round there) it will have no effect whatsoever as the law is only binding for crimes conmitted on US soil.
Firstly EvE will be unafected as the server is based in the UK, secondly the law is not there to hunt anoying people, its there to hunt dissidents, be as anoying as you want, nothing will happen unless you tee off the wrong person, the person with connections.
The really big question is how the GOP will feel about all thise powers they have given the powers that be when the republicans loose power, last I checked they still claimed the US was a democracy (even if it really is a representative republic).

Im just waiting for one of the Bush daughters to get caught again, as far as I remember she has thus far got caught using a fake ID to buy alcohol twise.
