May be a cool idea, but it'd be a whole lot better if you put some thought into how it could possibly work before you posted it..? 
For my 2 isk, it sounds bad.

Lol this idea might be nice, but the solution for the bin.
So basicly if there are someways, you can pay somekind of "ransom" to get out of the Prison or you would stay in the prison and chat a whole day without beeing productive (shooting other ppl)
On the other hand you could get your sec down for a day.... the solution for this is not that fair for other, e.g. so goes for holiday -10 comes back -2 lol
On the other hand would be okay if some dread with a tractor beam would catch you at a gate (if you jumped in a sec space by failure and you get into a prison without loosing your ship)
But if i really really think about that, its just smack... I am low at sec everybody can shoot me, I cant join empire. SO WHY THE F SHOULD I BE SOMEKIND OF INGAME BANNED?

It would be cool if your character were able to carry a criminal record. Maybe concord could sentence you to mining veld in empire for a few hours if busted for something (could bring new depth to smuggling in game)
lets say you are smuggling slaves through empire space and get busted at gate or you fire on a noob in space instead of the concord instagank you could be sentenced to mine in empire with a cool orange frig and a concord agent guarding you.... can see it now everybody laughing at you in local : )

that would be some kind of emberassing for me tho. Concord wouldnt have a benefit, I have mining lvl 1 :-¦
Just would be a feature which makes me quit...

I really donĘt think this is a good or viable idea. The punishment system that is in place works well as it is. The problem with having police would be who would enforce the rules and decide who goes to prison?
If it was introduced it would eliminate pirates completely which is not a good thing as there is quite a large pirate player base.
The way things work now are fine there is enough security for new players as long as they stick to high sec space. If they venture into low sec and get killed that is there own fault. They will either get annoyed and not play eve again or realize its only a game and learn from there mistakes.

Who? The dev team can assign people to a certain police corp, who deal with the punishments of people. They'll be like moderators, but they moderate the pirates instead of the forumers. =)

It could be amusing if you were able to kidnap pods and hold them at your POS.
With the new tractor beams, with a scrambled and webbed pod you can warp them to a holding cell at your POS to await rescue/execution/extortion!
You could only capture pods in the same system as your POS (so no jumps).
Tis just a silly idea but could be quite amusing

Proposal for how it could work :
When in Prison you are limited to fly into a system with a gate locked to go outside.
It will unlock after you pay back a certain amount of isk.
Only Prisoners have access to this special system (well, by judging on the number of pirates around , the lag will be so high that Jita Local will look like a desert system sometimes  ).
While you are there, your wallet is locked as well your assets and the money you will earn are going to a "special wallet" utilized only inside this system.
In the system there are roids, npc, agents in order to gain the isk needed.
There is a full supply of ships/items to be bought for your use while you are in prison, but you cant move them out from that system (they will remain in your assets if you will visit again the prison).
First time you come into the Prison , you are in a fantastic noob ship fully fitted (as you get when you start a new character) then it will be up to you to spend the isk you earn for better equipment (and gain more isk faster) or payback directly the Concord and get out asap.
How much isk you will have to pay it will depends on the "crime".
And now proposal for when the prison will apply :

"Iron sights are really cool, it would be awesome to have that in Eve and every other game. I like apple pie too, they should put some into the game. I think Selena Silver is the best ever, she should be in the game too.". End of hypothezis.

I'm already in prision stuck in 2 systems with pod travel being the only way out. How fun, but at least no one bothers me too often in my system.
