I really think EVE is sweet in that everything has a counter, and so nothing is incredibly overpowered. But I think I've found a loophole - piracy is very difficult because at first glimpse of criminal behavior, the target spams local so heavily that reinforcements from strangers inevitably arrive and the pirate is forced to retreat.
So, what about a module, with high fitting and cap requirements, that allows the user to jam the local chat of the target ? It would help balance the system I think, if properly implemented (I'm not saying my plan is proper, necessarily, but I think it's a good idea!)
Any comments?

Hit and run, pirates are supposed to hit and run. Why so many cretins who call themselves pirates think they should be able to camp a system all day, and *not* have a fleet come to take them out, is beyond me.

No, this make sense. Disabling your mark's communication is fundamental part of thievery and piracy. Think of it as radio or cell phone jamming, or cutting the phone lines of the bank you're about to rob. I've longed for mmo's to adopt communication warfare into their games. Imagine being able to eavesdrop on anyone's personal chats or e-mails, as part of the game and not jsut hacking/cheating. Of course, there could be counters to these effects as well.

There was that huge "is it time to nerf to local already" thread in the EVE General discussion. This sort of a solution could give all parties what they were after..
