Low sec rat hunting, I use;
2 Electron Blasters, 1 Ion Blaster all antimatter named AB, webber, capacitor battery (+60 cap) small repper, 50mm nanofiber
and the drone, off course.
I have engineering and electronics at 5, but I'm sure it will all fit with less, maybe if swapping the ion blaster with a electron, or maybe even a 75mm rail.
The cap battery is somewhat of an experiment, I have the cap skills at 4, and with the extra 60 I get a really good cap recharge so it works out nicely. It will all run for a long time, not indefinately, but long enough to get you under range of big guns, and then some. 4-5 min. at least, depending on whether you use AB at the same time.
Off course, I could switch ammo for a lower cap use, haven't tried that yet. I also contemplated ditching the plate altogether, and maybe fit something else there. I try to avoid fitting mods if I can, (they're a "dead slot"), but one might help to swap in another ion blaster, or some cap recharging stuff.
It's as always the approach that matters, I go in to orbit at 500m, at which time I'm pretty much in the clear. With my fairly good navigation skills, I AB for close to 800 m/s, and with the extra help from the webber, I can dodge a 3xBC spawn in 0.1, though it can get a little hairy.
I have only about 150k in gunnery, but with this I can comfortably hunt in 0.3 systems. I have hunted in 0.2, 0.1 and even the low spawns in 0.0 just for kicks. I usually stay in 0.3 since that is where I get the most isk for my time. It takes forever to kill a triple BC spawn. Things might change with better damage dealing and/or drone skills.
Off course, you're vulnerable to a number of things; web and NOS = bad. Flying this close, smartbombs will be bad news too. As for avoiding missiles, I found it is mostly about speed, getting close and orbit fast is all you can do, hoping your tank hold as long.
Typically I tend to stay out of PvP, I just run away when some big PvP hero wants to match his Enyo with this :D The cool thing about it is, as someone mentioned, it's practically free. Sometimes, if I need a coffee break or for some other reason can't be arsed to run away, I just let mr. big PvP hero in the Enyo chew me up, (goes real fast!), and consider it a free ride home :D With insurance, I almost earn money from losing it.

The nanofiber and boosters get you up to 750m/s and the Armor and Shield Extenders put 1000hp between them and your hull. Iron charge can engage combat at 15km if you want to use the Web for escaping, but using Iridium charge (or another that doesn't hamper range too much) can give you extra damage at around 9.5km -- in range to use the web tactically.

I fit electrons over ions. The optimal range difference isn't very great (maybe 500 meters) and the DPS change is one or two points. It gives me a lot more ability to fit a tank/utility mods. If I've got leftover PG and CPU I'll upgrade the guns, but otherwise....

Edit: Disposable in that it costs little to replace, not that it should be needlessly thrown away . And yup there's no repairer - frigates cost next to nothing to repair.
And you've actually fitted this loadout?
I ask, only 'cause even with my alt who has a mere 4mil SP (inc Eng5, Elect5 and Mech5), I can't get this to work in Quickfit.
Best I can get to fit (going with the "cheap as possible" theme) is: High 3x Light Ion Blaster I
Med Faint Epsilon Warp Inhibitor 'Langour' Drive Disruptor 1MN Afterburner I
Low Damage Control I 100mm Reinforced Steel Plates
The Faint Epsilon Warp Inhibitor kinda blows the "cheap" ideal but it's the only unit I can get to fit with this char's skills.
Similarly, there's no MWD I can utilise that'd not blow my CPU budget so I had to drop to a lousy 1MN 'burner.
What sort of "mad skillz" do you have that I don't?

I used this setup for soloing 0.0 spawns (Serpantis, never tried it vs. missile launching rats, i don't think it would stand up). Just avoid frigs, destroyers and maybe cruisers and you should be fine. Never dirrectly approach anything big though they will be able to hit you, manually approaching at a angle seems to stop they hitting.

You can swap the T2 Ions with T1 Electrons and fit a Mag stab instead of the PDU and replace the T2 SAR with T1 for a T1 setup.
The only problem is the time it takes to do it, i have 1 mil sp in gunnery and it takes a while to kill the bs's. If you have the Skills to use this i'd suggest getting into cruiser, i find i can earn alot more, alot faster and without dieing as much.

Well let me say... as a newbie... i have one of these bad boys... i am a died in the wool miner... i have two dual ion lasers... two extended cargo bays and two shield boosters... works great for mining... as i am still new... i dont know what kind of punishment this bad boy well take but if the 1st attack is any indication and i am sure it is noy... this seems like a most capable vessle... The 3 mining drones do an adequite job... not heavy duty drones but standard issue... not civies...
Any way so far so good... 1st friggate ever... the first ship is in the hangar... winking out... echo off

high..2 ions(Antimatter & iridium) 1 Nos Med...AB,cap reacharger,(1 free slot which im wodering what to put, thinking webber,small shield ext or invul) Lows..mag stab, pdu
IMO this is the best ship for newbz, only drawback is the limited cpu but if u have elctronics & engineering V it souldn't be a prob.

ok when i gave it some thought, on that free mid slot i put a viscoelastic EM ward salubrity I which gives a little boost in shield em resistance.
and also im thinking of fitting a light armour maintanence bot I to patch me up if get in a nasty situation.

OBS! It's quite expensive so be insured and don't take on missions you don't think you can handle. Tip is to have a corp or some friend back you up with money,

How about a tracking disruptor? Won't use much cap. Or a dampner and cap recharger. Won't get many cycles off but should let you lay in some decent initial damage before your target can lock.

i took this ship out to 0.0 and was suprised by the effectiveness against large targets (serpentis port admiral). My setup was... H- 3* neutron blasters w/ antimatter (nammed ones work even better) M- 1* coldgas arcjet, 2*cap reachargers L- 1* small rep, mag stab(i think) the general strategy is... once in a 0.0 warp to 100km of a belt, then see what there. if its just two battleships all alone(without frig support) then warp out and back in, this time @ 0km then turn on AB and Approach,orbit @ 1km lock and shoot. it usually takes me about 5 mins per bs. I can usually make several million in an hour (this was on a 3 day old account) and this ship was practically free

have an icursus...
fitted 3 neutron blasters in the highs... with anti matter rounds
figure just a PvE fighter...
what is best for the mids and lows?
i'm still learning the game. i seem to get my ass kicked when it's more than 2 or 3 vs my little frigate.
is that to be expected?
or how many bad guys should i be able to take on at once?
also..for people using the ion blasters and lower dps output blaster turrets... what's the payout?
range vs DPS ...power usage over DPS ? i'm not getting it? am i incurring a significant penalty for using the neutron blasters?
any help...would be helpful

Having read through these pages I'm a little confused. New to the game, I'm currently in high security space, doing kill missions and a bit of pirate hunting and salvage for cash. Just broken over 900K skill points. Currently building this setup:
Expanded Cargohold I Small Armor Repairer I
1MN Afterburner I Small Shield Booster I Stasis Webifier I
Limited Light Ion Blaster I Limited Light Ion Blaster I Salvager I
Small Drone

I'd drop the shield booster for a capacitor recharger and unless you really want it, drop the cargo expander for an armor plate. That should make you a fair bit tougher and allow you to run your armor repairer for a bit longer. Also, you might fair better with rails for missions but blasters are all good.
If you went special forces, gota give a shout out to the Imicus. It makes a nice little mission/salvage runner with two salvagers and three light drones.
-- For cheap pvp while you train skills:
3x T2 electrons
mwd scram web
200mm plate damage or fitting mod
light drone of win
Should be able to fit that with less than a weeks training (assuming you went gallente soldier). --
