Actually, it's because there is no CONCORD present in GM-0K7. So they can just kill you there, free of charge, twice a day (er whenever it respawns).

Back in the day RUS petitioned to Concord to allow them to war dec the entire SA, and where successfull(This was when SA had 18 member corps and no IGA)
You seem to be able to take on all odds, try it. After all RAT did get a glowing shout out for theyr PvP abilitys.
Should be interesting to see RAT(whom many say are the best) vs BE(whom they self proclaim to be the best)
