The highsec customs office change is extremely big, although IMO not in the way that the tinfoil hatters ("grrrr scary Goons!") think it is. A lot of conflict will be generated over this as various groups figure out how to game the system. It may take a while for the impact to be fully realized.
New ships are quite big. One new ship is big. How long has it been?
Rubicon already looks more like a real expansion than Odyssey. CCP should really stop calling the minor tweaks "expansions." Roll out a few of the larger tweaks with the patches a few times a years and then do one awesome serious expansion once a year.

It depends really on how you define BIG. If you mean BIG, as in large development effort then there is nothing big coming. The customs offices changes is probably just an SQL statement. Hell, most of the balancing changes are just a series of SQL statements.

Yes, I mean impact on the game -- positive impact, that is. This means more players playing it and good feedback, which hopefully will translate in the long term to what you're looking for in an expansion.
I understand where you're coming from but I'm not going to speculate on what's going on behind the scenes at CCP. If they're releasing content that has a positive impact on the game then I'm OK. |

Would you guys rather spend 50-60 bucks for 1 expansion a year that takes up all their time? That is pretty much the only alternative we'd have. Either they do these 2 smaller "expansions" for free or one and make us pay more.. |

Player owned pocos in highsec, thats a big change... And the little we know about the vision.. theres great things comeing in next couple years... They talk about space travel mastering. Sounds like new systems to explore and conquer.. We are Minmatar, Our ship are made of scraps, but look what our scraps can do... |

They are adding hats and cats, new ships, 32 new modules, more ships rebalancing, drones UI and AI fixes, new missions, the door will finaly open in the captain quarter, T2 capitals and T2 capital gun, T3 bs and frigates. |

-The interceptor and warp changes have the potential to change the face of general pvp as we know it.
-The SoE cruiser is kinda ridiculous in it's current iteration.
-Siphons give small parties a way to tap into moon goo while simultaneously draining resources from larger entities.
-Depots will give everyone the ability to refit and re-arm their ships on extended deployments far away from friendly pos's/stations.
-Mobile Cynojammers. Enough said until we get actual details.
-EAF's recieve a massive buff. The sentinel gets ~30km neuts and the Hyena gets ~30km webs.
This is actually shaping up to be a far more impressive expansion than odyssey tbh. It's no smaller than inferno and retribution to be sure. |

This IS a big expansion, I find it hard to believe you could actually think otherwise.
The balance changes to Marauders are some of the most significant balance changes to hit the game. I don't think anybody can predict how that's going to play out.
Warp acceleration changes are going to make a difference, as trivial as it may seem it's going to entirely change the way we travel. If you look at the graph you'll notice an interceptor goes from doing a 5 AU warp in ~32 seconds down to ~10 seconds in Rubicon. They'll actually be able to, you know, intercept things. Not to mention the bubble immunity.
You'll actually have a reason to use EAFs, and interdictors other than the Sabre.
The anchorable structures will have a huge impact on guerrilla-style warfare, particularly the siphon structure and the mobile cyno jammer. I think it's probably extremely difficult for anyone to predict how that's going to play out because it's such a massive game changer.
Not to mention there's an entirely NEW "pirate" faction of ships to play with, which look like they're going to be positively awesome. A covert ops cruiser with 125 drone bandwidth and 500 m^3 drone bay? This has some serious ass-kicking potential. There's no battleship yet but there probably will be in the future, I'm guessing.
Don't forget there are still features yet to be announced.
If you've never seen CCP Seagull speak about the future of EVE, now's the time to do so. You should especially look up her presentation during the EVE Keynote at Fanfest this year (link). It becomes clear we have someone very passionate and visionary at the reins who isn't afraid to take some risks.
Rubicon is just the beginning of this path. I don't blame them for wading out a bit and testing the waters. Rubicon is going to be game-changing enough, but the next expansion is going to blow the next several years out of the water, if CCP Seagull gets her way. I sure hope she does.

- Marauders are WTF monster machines for piracy now. "roaming" gangs could take on a whole new meaning, and setting up camps DEEP in null is going to be a LOT more viable for small gangs now. ...also: This is the first step to modular POS's!!! FINALLY!
- SoE ships: Rad. An entirely new class of ship. Don't know enough to project an impact... but sounds kind of like a cross between a helios and recon cruiser. Which is cool.
