As far as I know a EVE api application\platform of some type has to conform to the EULA and generally speaking does not give an eve player an unfair advantage. This I understand. But what commitments does this CREST thing imply and is it in effect now?
I am a hobbyist programmer and hopefully in the not too distant future I would like to release a free eve api application to the eve player base. |

We don't have the full story behind the Licensing with CREST but it will still make your programs abide by the EULA i believe.

CREST is not available for third parties to use yet. It's currently in use with DUST.
One of the reasons that it's not available for us yet, is the Developers license. This needs to escape Legal, so we can sign away our souls, and get access to both CREST and the SSO that it needs.
This includes a number of clauses which restrict us as developers. For example, we can't poach people from CCP if we sign it. There's a copy floating around somewhere, i think there's a devblog on it, but there have been revisions since.

I ranted on CREST a few months ago. Since then I kind of realized just how dangerous it could be to allow write-access into the live eve universe in a lot of ways. Whatever happens, I'm sure the EULA and TOS will apply.
So this developer's license... is it really tied up in their legal department or is that just an excuse they find convenient to use? Or perhaps their entire legal department consists of 1 part-time lawyer. Like their in-game economist |

You're entirely right, of course. There was some very nifty things done with the AT endpoint, and some interesting stuff being done with the Dust district endpoint.
