I completed the initial run of missions with the Administration Storyline Agent you meet after the tutorial (The "Trojan Horse") missions.. when I finished the final one I was expecting to get a referral to the next storyline line agent but I didn't .. I've found the guy (I think) but he won't speak to me. How can I get a referral to him?

After you've done the first set of storyline missions, you're on your own. You do get referred to another storyline agent, but they won't give you any missions. Now you have to go out there and find suitable agent(s) to run missions for. For every 16 normal missions you do - more or less - you will get another storyline mission. The storyline agents tell you when they want you by sending you an EvE-mail.

You wont get a referal. EVER. You have to choose your own agent.
Train connection skill to 3 or 4 (under social skills on market). You get + 0.4 standing increase per level of skill = PRICELESS.
Start working for Level 1 agents, then soon afterwards for level 2 agents. Find an agent you like HERE : http://eve.hidden-agenda.co.uk/agent-new.php
Roughly speaking try to work up from Level 1 to Level 3 agent with quality 20 (or as close as possible) in a system with as low security rating as you can handle (if you want to stay in Empire space, look for a system with 0.5 security). Those will give you most money, most loyality points and the best offers. I suggest agents with kill missions (from command, surveilance, security, internal security, intelligence branches).
A Level 2 agent with quality -20 will always be better than a Level 1 agent with quality +20.
Kill missions:
Level 1 = easy in any frigate Level 2 = easy in any cruiser ("Human Cattle" mission --> be careful) Level 3 = hard in a cruiser, doable in battlecruiser, easy in Battleship Level 4 = some easy in Battleship solo (Duo of Death), many doable in BS solo, some hard and/or very time consuming in BS solo (you risk BS destruction in many L4 missions if you have a problem with lag !)

But.. this guy specifically says I cannot work for him without a direct referral. Emily, so you're saying just go off and run 16 'standard' agent missions and I'll get given a storyline mish?

That's right. Once you've done the first set of storyline missions the only way you'll get more is when the agents EvE-mail you to tell you about it. There are also some mission series that feel like storyline missions but are normal missions - you'll know when you get these because the name of the mission will have something like "(1 of 5)" in it.
The whole referral business after the tutorial/storyline mission group is left over from when the mission system was slightly different. CCP put in the new tutorial, changed the storyline missions a bit and then inexplicably left in the referral. AFAIK (and someone correct me if I'm wrong) the referral has no purpose at the moment.

Ah, cool, thanks.. After I finished the Trojan Horse missions she did mention another agent and I logged off straight after, thought I'd borked it or missed my chance somehow when I logged on the next day and couldn't find how to get on with the storyline.

Actually they added in some referral type of agents.
i cant remember how many there were in the "cycle" but it was at least 8.. none repeating, all forwarding..
