What I do for the low slots in PvE is use two buffs of the type of damage for whichever I am weaker to, and reserve the other slot for the other type of damage.
For PvP drop a Cap Recharger and take a 2-point Warp Scrambler, then run a Damage Control, Energized and Resistance Plating of all damage type resistance. This will reduce your tank but offer more offense to lock and hold a target in a belt.

That last one doesn't fit on a punisher. Only 2 mid slots are available.
I enjoyed reading these setups. I'm completely new to EVE, but am involved in an internal corp. frigate tournament, and am looking for some decent ideas. This thread provided them. Thanks again.

The MAPC makes alot for fitting any frigate, especially with lasers being energy hogs as they are.

(i might be off since it's from memory) It's a nice allround setup that i've done some a few level 3's in and lots of level 2's. It requires good skills in engineering and those to fit.
Ofc, the plate can be changed to a Heat Sink, or EANM + plate -> 2xRat specific hardeners.
It's a fun little frigate anyhow.

One of the setups that killed a mate of mine a few months ago got me thinking, and since then I have switched training tracks.
I don't know the exact setup, but it was ACs on a punisher. Reasoning behind it is the punisher has a load of CAP, if it's dedicated to armor tanking, fit guns with no or small cap usage, and maxamize the tank.
It NAILED my mate.
I went with Hybrids, and have compared comperable setups with mods between T2 Pulse, and T2 blasters, and with identicle skills, I get better damage, and higher DPS, with lower cap usage with blasters, than I do the best pulse setup. Course I don't much solo PvP with that...yet.

ok farily new to eve myself and most of what i read from you guys helped a lot in outfitting my Punisher my only question what the deuce is an AB? and the MAPC sorry havent figured out the shortforms and accronyms yet if you could tell me it would be much appreciated.

I had a couple different setups I used out in 0.0, although the first was my favorite.
3x 200mm AC I's 1x Small NO 1mn MWD 1x j5 prototype disruptor (needed for cpu, and yes, i did need the MWD to tackle) 1 small armor rep 2, 2x cap power relay, 1x 200mm Rolled tungsten plate.
Thing tanked pretty well and was able to put out ok damage, had a lot of fun in it.
Second setup is a tank punisher that an old corp mate gave me.
3x 125mm gatling autocannons (some can be upgraded to 150s) 1mn AB, 20k scram (named was needed) Small armor rep 2, Reactor control unit, 400mm rolled tungsten plate, dcu (i used dcu I)
Pretty generic on the last post, but the first one is one i still enjoy flying, even while i only have Small projectile lvl 2 :P

In pvp if u get webbed/nosed buy anything bigger then a frig you are dead . Can use scorch till u get to your orbit rang. ============================================================- -Long range-

x1 t2 rep x1 t2 heatsink x2 cpr (t2 if possible u will need all the cap u can get)
Now this does alot more dmg then u think and sure is fun even with t2 cprs it does not cost too much.

I'm using this setup for level 1's. It runs the repper indefinitely. The repair rate is greater than anything that is dealt out in level 1s. I just web the enemies to get them in optimal range and blast them away. Few lvl 1 enemies last longer than 10s.
The best thing it is works with minimal (i.e. starter)skills:
Highs: 3 x Dual Anode Pule Particel Stream
Mids 1 x 1mn Microwarp Drive 1 x Statis Webifier
Low 1 x Small Accomodation Vestment Ward Reconstructer 3 x Cap Power Relay

I am currently using this for belt ratting and the odd mission:
Lows: Heat Sink I 100mm Reinforced Nanofiber Plates I Local Power Plant Manager: Reaction Control I Small I-a Polarized Armor Regenerator
Mids: Cap Recharger I Monopropellant I Hydrazine Boosters
Highs: Dual Modal Pulse Laser I Dual Light Pulse Laser I Dual Light Pulse Laser I Small 'Knave' I Energy Drain
It does the job I have to admit, but I am sure it can do better. Skills here.
Any tips or suggestions or laughter will be appreciated. I'll post my pvp setup once I have got a couple more skills and thought one through.

Top speed of 523m/s and 2783 'effective hp'
59 dps
You can alternatively fit a Cap Relay instead of a hardener for more survivability or if your cap skills are better then mine get a nos on there.
For mission running I'd get 2 beta cap relays and a Adaptive Membrane II and replace the scrambler with a web.

NOS does exactly what its supposed to do on this setup, maintain your tank. So fit one it works wonders even after the nerf.

Good stuff: Has stable cap with ALL modules running Deals more damage than any other presented setup Bad stuff: High skills required to fit properly and to maintain cap You need to do is warp within 7.5 km from your target (when pirating this is mostly easy because you and your victim will most probably warp to a belt to 0 km)
But why did you switch the afterburner with a web? Since medium pulse IIs use a lot of grid, you need to drop the afterburner and replace it with a web. This also allows you to get rid of drones easier if necessary by switching the web from victim to drone (this setup practically instapop drones when they're webbed). Also, if you have an ab instead of web and a 7.5 scram, a slightly intelligent person will web you and get out of both your scram and multifreq/conflagration range forcing you to use long range low damage crystals and allowing him/her to warp away if needed since web has a range of 10km vs your 7.5 scram.

I don't have the engy skills to fit anything fancy in the 4th hi-slot, but I can run the lasers+AB+Repper+Webber almost indefinately. With low/basic Nav/AB skills I can keep the ship at 500+m/s permanently.
Does the L1 missions without a problem at all, but haven't tested on the L2's yet.
For PvP I guess the webber will have to go for a scrambler instead.

ACs are autocannons.
Nos still works well defensively when you need to maintain your cap, when you're trying to kill someone else's it's not nearly as effective but still works in combination with neuts.

Meh. MWD + ACs on a Punisher are kindof meh. You'll have problems with repping if you have to do it, and a good Rifter pilot will wipe you out honestly.
I have never flown a Punisher and don't know what I'd do with one, but this doesn't seem very good to me. Then again, the only Punisher which actually put me in low armour on my Rifter was a neutron blaster setup. Fortunately, he had T1 blasters (rest of the fit was preety quality stuff, but T1 blasters) otherwise the fight might've gone really bad (I do use a DC I though, so I'd probably win anyway).

4th high slot = salvager or small bomb :)
Drone-Missions are cool with a tank-punisher and 1/2 bombs. Aggro all, let them come close, bomb, loot *g*.
