it might be intresting to add a security status bonus to a player pirate. if u kill a player pirate u get a security status gain :)
ur basicly doing concords work why not get a real reward.

Agreed. I think the whole bounty hunting aspect needs a complete overhaul. As i take part in this profession myself i feel that it is lacking in certain areas and just 100% not rewarding in others.

Increase clone prices tenfold as well and I love it.
Otherwise, it's just another incentive for the pirates to podkill each other and collect the rewards. -----

Well there are enough pirates that post a bounty on themselves just to look a tad important. If peeps dont put a bounty on pirates then ya dont give them any cash when they think it's rewarding to kill themselves for the cash. Better to try and fail, then to fail due to not trying |

The biggest problem with bounty hunting, as a profession, is that unless you hunt 0.0, or only the worst pirates (<-5.0 sec status) you will soon become a wanted criminal yourself since you must pod to collect the bounty.
I think there should be a system where a player could purchase or earn a "letter of marque" which would allow them to pod negative security status players, with a bounty, anywhere in the issuers empire space without the security hit.
This should be hard to get. I think such a privateer would have to have high faction with the issuing empire, the letter would only apply in that empire's space, and may well cost alot of isk or a big collection of npc pirate tags.
This or something like it is sorely needed if law abiding bounty hunter is ever to be a career option.

Why should it be hard to get? I may be missing something critical, but I would have thought it should be the opposite - given out freely to anyone or everyone (*) that asked to bounty hunt a 'criminal' in Empire space.
(*) edited to clarify... given out freely to any 'law-abiding' (i.e., positive faction standing) player.

I agree there should be some sort of certificate issued by the various faction or select groups with those factions that allow for bounty hunting.
A way of doing it would be to,as suggested have it linked to standings with the various mentioned powers....and there could be grades issued dependant on the standing etc.
e.g a grade 2 bounty certificate would allow that person to hunt(only in awarding powers space jurisdiction..or low sec etc.) persons of -2.0 to-0.1 sec rating.These licences would only apply to wanted criminals...i.e those with a bounty and would not empower the holder to go and attack anyone of a low sec rating.
Also...through doing a good deed perhaps a sec bump related to the -status of the bounty kill would be possible...perhaps a 1/100 of the bounty kills status as a sec bonus to the hunter..e.g sec - 5.0 gives a bounty reward plus a sec increase of +0.05
Bounty Certificates/Licences could be purchased in each empire...perhaps from only 1 or 2 locations per region for the owning government and maybe 1 or 2 more for the local police.To effectively hunt in all empires one would have to purchase all relevant certificates from each authority.
Level of certificate allows a person to hunt only those of that negative status without taking a sec hit when collecting.
Prices could be 1 million per level and would be valid for a month(or 3 like insurance?)..But..to get a level 10...person would have to a very high standing...and would have to purchase each other certificate level as well...thus cost would be..1+2+3+4+5+6+7+8+9+10 million isks's...56 million if my maths are right.
Could also have a bonus payout from the awarding authority..of say...a small percentage of the bounty as well...perhaps related to the hunters standing or a new skill?

The above suggestions could possibly prevent a certain amount of abuse by unlicenced bounty collectors(i.e pirates or criminals and their friends/alts)..Sure ccp could also block any payments between a bounty and the person who podded him...to keep it all legit.
Another feature that could be introduced to help the career out could be more specific agents..i.e a few bounty agents that give out new missions to hunt down...certain amounts of npc rats...new named npc targets in missions etc..could be chase type scenarios across several systems ..into low sec etc with guards and such like?
As regards skills..new bounty hunting skill..tracking...allowing a character to act in a way like a location agent...could also affect standing/payouts etc of bounties
Just a few rough thoughts on how to make it a better profession

Wow, wonder who the lazy game designer is that game up with that idea, the same one that alllows a low sec player his safety in civilized territory? This is easily fixed:
Bounties should be converted kill rights. Right click on the kill right in your list and "Convert to bounty".
If someone has a bounty on thier head they should be fair game anywhere, as long as the above is in place. Did Sadam Insane have the right to vacation in Miami when he got tired of killin people? Why are low secs allowed to travel thru Concord protected gates? We have the ability to recognise known criminals now by computer imaging recognition, but Concord cant?
Wow, but then the pirates would have to weigh the ramifications of thier actions: risk vs reward. Maybe killin that little noob thats trying to learn the game isnt quite as tasty when the little you get doesnt outweigh the possible loss. Currently they just randomly kill anyone they want and then run to the protection of the high sec areas. Well thought out indeed. And if they are bad enough they have a buddy kill them and get rewarded for terrorizing innocents by collecting thier own bounty? So, not only do they get loot from an innocent by killing him, the player that was wrongfully killed ends up givin ISK to him as well after the fact?

You can't place a bounty at any time, only when they have a negative security rating. As for security rating and empire space, when you're security rating gets low enough high sec systems slowly start getting cut off to you, at some point concord will automatically start firing at you, and when you reach -0.5 sec rating anyone anywhere can attack you and kill you without taking a security rating hit.
As to the bounty hunting aspect of this game, if it was easier for legitimate bounty hunters to track and engage their prey then pirates would take bounties a lot more seriously, especially if a licensed bounty hunter could engage them even in high sec. I really think that CCP should give a look at the law enforcement side of Eve and how lacking it is. I personally am not asking for any type of NPC addition but a chance for us players to take up the fight against crime, but at this time there is no real way to do that without ending up with a negative security rating yourself.
Please CCP do something to help us protect ourselves without having to wait to take the first hit.

Ah finally a bounty hunting thread -- been awhile.
Current system does leave room for improvement. Noob sees target with flashing bounty and assumes he can open fire. However, because target has only -4.999 security status, noob gets blown away by Concord. System is not intuitive. However, may need to rethink what players can have bounties put on them and/or for what reasons, before allowing "licensed" killers to take down anyone with a bounty.
Before anything, need to reform bounty system so that bounties are real, instead of window dressing for vain pirates. (See BOUNTY REFORM: Payout Cap at Value of Destroyed Property.)

I think it is so funny that you WANT to kill people and not be called a Pirate.
Sorry Bounty hunters are just what Pirates call themself due to Denial!
BTW....
There are PLENTY of Pirates that are +5 sec rating in 0.0 space that come out to Empire Pirate down to +2 or so then back to 0.0 space to get sec back up.
If that is what you want all pirates to start doing, then no problem I can do that regularly, and guess what No bounty due to + sec rating
