I set up a POS today in 0.5 space just to test with.
Same as setting one up in 0.0 I'm assuming.
I'm guessing it will cost 20M ISK per week without mining my own ice. I'm not gonna leave it up, just curiousity is all.
I put up a small caldari tower in 0.5 with a corp hangar.
I then got out my noob alt in a kestrel and started lobbing missiles at it. Apparently CONCORD doesn't care if I lose my POS in "safe" space 
I then installed 2 hybrid guns, and set it up for aggression and war.
My alt didn't last long needless to say, I was sitting there, its as if my alt stole ore from me. Flashed red etc...
Guess you still need to defend the POS's in safe space.
I didn't see where I took a security hit. I did get a kill mail from my sentry killing my alt, but nothing else came of it.

My corps Caldari faction is 6.72 (solo corp), i received some of the charters from agent missions, but the rest i bought (cheap) from players off the market. I'm not sure about the rest of the empires but the charters are common in Caldari space. POS burns 1 charter per hour.
I am hoping the upcoming "advanced research" (a.k.a. nerf) will create some opportunity for safe space research, but not gonna hold my breath.

If this works the same as can flagging (and it seemed to) then YES.

Though i guess it'd be an exploit doing so :)
3772: It will not be possible to use POS shields to protect oneself from a CONCORD response after committing an act that results in a criminal flag.
