If your have multiple races, a re-reading of the Ethnic Relations skill will solve your problem :
Skill at operating multiracial corporations. Extra 20% corporation members of other race than CEO allowed per skill level. Percentage is based on CEO's corporation management skills, not the number of people in the corporation.
That means that with maxed skills, you could have 1300 Amarrs (for example), and 1300 Caldaris, and 1300 Gallentes, and 1300 Minmatars, for a grand total of 5200 members.
That skill also allows Jovian and Pirate characters, but as far as I know you can't make a character from those two races.
I did a test when I had Corporation Management 2 and Ethnic Relations 1 : I asked a few friends to make a bunch of Caldari alts (since I'm Caldari), recruited them in my small 1-man corp until I was at 20 members, and then tried to recruit a few alts from the 3 other races ... it worked, at least up to the fourth of each race, when trying to recruit the fifth Gallente alt, the game told me I hadn't the skills for so many people in my corp.
That was 10 months ago, it may have changed since then, but I doubt it.
Ethnic relations doesn't do that.
This is what the skill does:
When you don't have the skill, you have a maximum amount of members following the corp management skills you have (Corporation Management, Megacorp Management etc). Let's say corp management 5 and megacorp 1, for a total of 100 maximum members.
Now, without Ethnic Relations, you can have 100 members in total, of the same race as the CEO. No problem there.
If you train Ethnic Relations to 1, 20% of those 100 members may be of another race - it doesn't add 20 members per race to it for a total of 160, but it keeps the limit on 100 [i]of which 20%[i] may be of another race.
Now, i haven't checked whether it can be 20% amarr AND 20% gallente with a minnie ceo, but Ethnic Relations sure as hell doesn't add to the maximum number of members.
