With the recent expansion it is now possible to kill Interbus Customs Offices (CO) in highsec and replace them with player owned Customs Offices (POCOs). This has created a gold rush event of thousands of players scrambling to remove interbus to replace with their own. Player corporations who control the POCOs are able to collect taxes from all players who do Planetary Interactions (PI) on the planets below them. A very significant portion of PI is conducted in highsec - mostly around the trade hubs.
We're tracking the purge of highsec Interbus COs and their rapid replacement by player POCOs for posterity. More updates will come as we gather data. We're prioritizing the regions that we expect to fall first, so updates will come in order of activity.
Highsec Interbus Purge Update Status:
The Forge (643 highsec planets, 159 lowsec planets) - ALL highsec interbus are dead as of 4:03 November 23rd, 2013. 97%+ of all possible planets have already been replaced by player POCOs, mostly by mixed gold rush corps who managed to nab them. Only 4 interbus remain in the entire region, in Paala lowsec.
Lonetrek (664 highsec, 177 lowsec) - Around 70% of highsec interbus have been killed and replaced. Scouting continues...
The Citadel (563 highsec, 179 lowsec) - "soon"
Campaign Stats: - 2,469 interbus have been recorded killed so far this month (4 days after expansion)
Customs Office rules: - It does NOT cause PVP aggression to shoot an Interbus CO. It causes 5 minute PVE aggression. This means players can safely sit and grind these structures to death without fear of reprisal. - Interbus CO's have a fixed 17% tax rate. - The skill "Customs Code Expertise" does not reduce the tax rate on Interbus COs, it only reduces the NPC tax rate of player POCOs. This NPC tax rate on highsec player POCOs is fixed at 10%, with level 5 of this skill you can reduce that to 5%. Player corporation taxes are added on top of the NPC tax. - Exports use the full tax rate, imports always use half the tax rate.

So if you take out an interbus office and don't put another up, are they gone for good? Or does interbus magically construct a new one.
I've been meaning to test this but haven't had the time. |

Y'know I was looking for a good excuse to tear down all my factories, because PI was boring as heck and was really starting to grate on my nerves. I only kept at it for so long because the ISK was decent. Welp, not anymore, and no ISK = no motivation. Whip out the sledgehammers, boys, time to close these shops up for good. Thanks CCP!
No seriously, thanks! Now I can spend more time doing things that I actually enjoy and can happily put your dysfunctional PI system behind me for good with zero regrets. You've actually made the game better by removing PI from 90% of the playerbase's reach.

They don't control Sov because they are no good at shooting anything that genuinely fights back. Rats, structures, asteroids? Carebears grind those down with no problem.

Highseccers amuse me to no end, at times. I just got a 3 paragraph screed about how I'm ruining EVE. I blasted all the interbus pocos in my PI chain, and set up my own. Set a tax rate of 2%.
There really are highseccers out there who'd rather make 17% customs tax disappear into the ether, than pay another player 2%. THAT'S PVE dedication, folks. The risk of having your day ruined by other people is the cornerstone with which EVE was built and we want to keep that (infact, this is much more representative of the consensus opinion within CCP). |

I would, but at the moment, it's being used for a fantastic bit of blackmail. I apparently dropped my POCO on his highsec factory planet, and he really doesn't want anyone to gank his hauler while carrying delicious expensive PI products.
