When I tested them a bit on SiSi shortly before RMR they did work. But in their current form they are still not useful, for example if you are both webbed and scrambled they will not help you at all to get away as by the time you get your speed up to to warp the tackler have already relocked and reapplied the scrambler.
Why will become a bit better with the Blood patch on tuseday, maybe enough to be useful sometimes at least. From the patchnotes:
ECM burst is now be affected by electronic warfare, long distance jamming and signal dispersion skills. --------------------------------------------------------------------------------
