It goes fast, it disrupts tracking, it sucks cap, it webs, it scrams, it can take hits, and it still does 450 DPS on the side.
Explosive resistance is low but that's really not a huge problem, the only things that do explosive damage are missiles and Minnie turrets. You've got two tracking disruptors to foil the turrets and at the speed this thing moves you will shrug off anything bigger than light missiles.

what good are 5km range small nos if you speedtank? also medium nos only go like 12km , so one mwd burst will put opponent into webrange.
I am experimenting with this atm:

With advanced weapon ug II and electronics V this setup loses 1k of armor when compared to an 800mm plate/2nos setup, but gains a third medium nos. CPU = 352/356,25, which means that 2 best named ecm can be fitted instead of the 2 tracking disruptors, if desired. Too compromising a setup?

1 x med dim nos 2 x small unstable energy neuts 2 x 150mm named rails
1 x ABII 1 x fleeting web 1 x faint 20km scram 1 x balmer tracking disrup 1 x t2 cap injector with 800s
2 x MAR II 2 x EANM II 1 x faction active exp hardener
2 x aux nano pump
With this fitting the ishtar can take a lot of hits and survive even rather heavy nossing, because you will always have time to run both the armor reps at least once after using the cap booster even when being drained by a curse or pilgrim. If not being nossed, the dual rep can be used continuously as long as you have boosters.

It would work good if you were in a gang, but solo your toast. You can't even run your MAR II (Medium Armor Repair) indefently without major skills to back it up. At the most your vamping 108 cap per a cycle. The repairer alone use 160 to run. You would have to run AC or Arty to be able to fire. Not counting your modules. Your going to run out of cap so fast a Drake could kill you. I just don't see this choice of attack effective in anyway. Everyone in PvP usually has some sort of NOS equipted now.

Have you tested the cap while running the mwd and SBs? Otherwise looks very good to my taste. A bit expensive, but should be a good BS killer with the damps. It might have a bit of trouble destroying a fast tackler ceptor, but a webberdrone should fix that? And btw what's the range of TS nos? Writing during DT, so can't check :)

Currently going to try this setup (fairly cheap one): highs: heavy electron blaster II x1 small diminishing x4
meds: Y-T8 MWD Warp Disruptor II Fleeting Web Balmer TD Medium Electrochemical with 400 charges
lows: MAR II Internal Forcefield Array 800mm rolled tungsten Armor Explosive Hardener II True Sansha Adaptive Nano Plating (they are cheap, got this one for 8 mil)
Without rigs: 4647 Armor, 72% EM, 71.5% Expl, 89% Kin, 78% Thermal
Everything fits with AWU 4 without PG rigs. Altho, you might want to fit one extra Heavy Electron Blaster, then replace MAR II with Accommodation one and put in the PG rig. Didn't check it, but supposedly will fit. Altho, the PG rigs aren't exactly cheap, so on your taste. Drones: Ogre II x5, Berserker II x5, Warrior II x5, Hammerhead II x5

The only real way to fit an ishtar
The 150Ęs are an obvious choice, as smaller turrets are needed to track when going so fast. But If im in a gang, I would go for medium 200mm turrets for the extra dps giving you more leeway to slow down, or make those dangerous turns to match transversal.
You can fit three of them on high, replacing the shield extenders with damps.

This ship with a speed thank works fantasticly in my opinion, while it wont out speed tank a vaga, its still does more dps.
Highs 3x 150 hybrids with iridium ammo, perfect for the range, but tbh its your drones that will kill anyway. 2x small nos, just in case an inty gets close, can use 2 small neuts if you want.
meds 1 faction mwd, serpentis is my favorite. 1 cap booster with 800s 1 28k faction warp scram, an absolute, keeps you out of llarge nos range 2x what ever you want, personally I like 2 sensor damps, not always effective against battleships, but the only guns that will hit you anyway are going to be mediums. And it can get you out of bad fight.

I have not been using it for long but i love this ship, very good 1v1 pvp can do decent dps and cant get out of a tight spot if needs be.
And even with my terrible (im pumping them atm) nav skills still clears 3000ms with ease.

With the chips in my head I have 8617 armor, and with the slave stuff I have so far I have 10k armor. I haven't tried the ecm drones yet, but was planning to use 4 ogres and a ecm drone. So far it has worked very nicely, though I am always looking for improvements. When I finish my slave set it will have around 13k armor

depends, try it out and see if your cap holds or falls below 15%(for me it usually does) so nos is still effective on this ship, then again I also fit 1x small nuet as well to get rid of those pesky intys,(also think about fitting small energy nuet drones people!!)

Yes, passive shield tank is possible but will need faction hardeners due to CPU issues.
Try:
3 x CDFP1 3 x Beta SPR (same as T2, less CPU) 2 x Shield Flux Coil 2 (No substitute) 3 x LSE2 (No real substitute) 1 x Caldari Navy EM Hardener (smae as T2, less CPU) 1 x Caldari Navy Invulnerability Field (better than T2, less CPU, affordable)
Nearly 700 DPS permarunning omnitank.
You can then fit whatever you like in the Highslots (taking cap issues into consideration).

Now maybe I'm completely stupid, but would it be possible or even beneficial to slap on some on Smartbombs instead of NOS/Turrets in the Highs?

recently i have been trying various setups and none satysfied me...this is my last one(i should note that i dont like nanosetups and that this should be used in gangs)- so what do you think?
high 3x dual 150mm railgun II
med AB II, warp disruptor II, fleeting web, cap booster II, sensor booster( this can vary according to the situation)
low MAR II, EANM II, Explo hardener II, DC II, 800 rolled tungsten plate
rigs auxiliary nano-pump explo rig
drones 5x ogre II 5x berseker II 5x hammerhead II (valkyrie II) 5x hobgoblin II
its got 2 highs unused...mainly due to the CPU issue...could fit maybe small remote reppers if replaced T2 stuff with named or faction...
so what do you say?
