I know there has been a lot of talk both about CCP hinting at eventually bringing in another pirate faction and about EOM being that faction. I know there has also been a lot of debate about EOM in general both because they are not terribly clearly defined, and because there isn't a clear niche for them to fill. EVE lore suggests EOM is an Amarr/Caldari hybrid using Amarr hulls with hybrid weapons and either shield of possibly dual tanks. Since Shield/Hybrid is covered by Caldari and Shield/Armor equally covered by Gallente adding a new faction there seems unproductive. Anyone who has missioned against EOM has probably noticed that EOM wrecks often contain lasers so some have suggested using that but as we all know Sansha has Shield/Laser covered and I have a hard time envisioning the usefulness of more Armor/Laser hulls.
So I propose a wildly different alternative.

Clarion - Cruiser Amarr Cruiser Skill - 12% reduction in medium smart bomb capacitor usage per level Caldari Cruiser Skill - 12% reduction in medium hybrid turret capacitor usage per skill level Role Bonus: 50% increase in medium smartbomb range 20% increase in medium smartbomb damage 20% increase in medium hybrid turret tracking Fitting: 7 High, 5 Mid, 3 Low, 4 Turret, 0 Launcher

+1 from me- smartbomb hulls would be interesting!
However, they'd only be usable out of high-sec, so maybe they could have those in addition to other bonuses, to make them alright in high/low, but best in null or in WHs

The hybrid cap usage is pretty laughable to be honest. |

Lotsa EoM topics recently! That's great, shows that people is interested on them. Good!
That's quite an interesting approach. Stealth bomber and smartbomb bonuses... Although that would make them mostly used at nullsec and WH. Not exactly what I had in mind, but sounds cool... I somehow agree it kind of fits with their theme of zealous, anti-human behaviour: they're willing to damage their comrades' ships as long as you're inside the death radius! I even imagine them adopting that behaviour at missions against them too. |

As I've never seen it in game I can't say but you're prolly right. I was going for the reverse of the Blood Raider Cap Drain Bonus with a bunch of cap use bonuses. |

Ammatar is a better candidate for a new faction ship - having both agents and territory in high security space.
EOM just seem to use existing Amarr ships and fit whatever weapons they can their hands on - according to that link in the lore.
I can't see them as being a threat like Sansha incursions, but they might start cloning large numbers of themselves I guess. l8r \o/ |

I brought this up in the last couple "Give us EoM ships' threads: The first loving EoM needs is agents THEN we can do missions for them, gain loyalty points with them, and spend said points to buy their stuff.
I don't see the problem with a pirate faction using hybrids and shields, however. We have Serpentis, Angel and SoE that all use a weapon/tank combo found on empire ships. They are set apart by electronics usage: better webs cov-ops, etc. Also that hybrid bonus is pretty silly, and smartbombs are unfortunately a bit too niche.

i see EoM more as a hybrid/missile +armor faction, they could be the other Gallente/Amarr faction......with bonus to missiles and armor tanking, similar to the Khanid in those terms. but with this
Gallente: bonus to armor repair
Amarr: bonus to missiles (stolen tech from Khanid or something similar)
