I plan on being in a cruiser 90% of my time in EvE...
but starting off i have a couple questions.
1) Would a Blackbird with 3 launchers / 1 highslot energy drainer + the assortment of midslot EW be as effective as a caracal with 5 launchers + some EW gear?
the blackbird has a longer targeting range also. gah.
Another question: The caracal can hold 10 drones, is it worth going caracal for those alone over the blackbird? Gahhhhh.
I want to be long range damage/support. (a "spaceship debuffer class" if there is sucha thing)

Caracal is better for shield tanking and damage, not EW. Blackbird is the way to go for what you want. A fleet support ship maybe?

What do you want it to use it for? The blackbird is a very specialized ship, only good at one thing (jamming) and nothing else. This makes them very usefull in gangs/fleets, but the moment you want to solo NPC/PvP, it's no good.
The caracal on the other hand is a pretty good long range missile boat. A lot more versatile to use and a better option for your first cruiser.

It will jam better than the caracal, but will do a lot less damage. The caracal however is a pretty good jammer on its own while still doing a good deal of damage

The caracal fits 10m3 of drones in its drone bay, not 10 drones - a light scout drone is 5m3 and a medium one is 10m3, so you can fit 1 or 2 drones at most.

But there is one advantage the Blackbird has that I didnt consider when I bought it...it has all those medium slots. I have filled them up with things like Capacitor rechargers, Shield enhancements (Rechargers, extenders, boosters), target painters, and other stuff like that. I have been mising and matching and I think i have found a combo I like.
The real reason I got a blackbird was to be different...EVERYONE seems to be buying missile boats in this game. But I am definitely liking all the medium slots.
Two things the Caracal has over the Blackbird that I can see immediately: It has a drone bay and significantly more cargo area.

The Blackbird is probably a lot more PvP orientated than the Caracal - although I fly both for PvP. You can get a /mean/ tank onto a blackbird if you want to use it as a point ship in group activities - or you can just fit seven multispecs and start jamming everything in sight. It'll do less pure damage but it'll still make frigates go squish nice and easy, the advantage being that since frigates don't have as good sensor systems generally you can probably take on a group of up to five without any /real/ dangers.
Long range damage/support is the Caracal all over - it can hurl a heavy missile about 100km with good skills. Although cruisers aren't really fit for it - get into a cerberus and you're talking. I've used Caracals as group 0.0 ratters back in the day when myself and the other assorted n00bs in my corp weren't strong enough to do it solo, and they can chuck out a nice amount of damage. Nothing compared to a battleship or a t2 ship but still a lot.
It depends on what you think your playing style's going to be - tactical, technical and softly-softly, then the Blackbird. Jump in, out-range and pummel, it's the Caracal.

Im leaning more toward the blackbird, due to its less popular (ive seen alot of caracals, now that im looking for them) plus with those med slots i will have more control, which I love

I am still kinda new to the game...can you elaborate on what you mean by "tank"?

Tank = Soaking up damage. Consider it like a real life TANK. They are hardened targets, armored even. In eve, there are many ways to "Tank" your ship. Caldari specialize in shield tanking, which means hardening/extending/and replinishing (with shield boosters) shield systems as they take damage.
You have active tanking and passive tanking. Active is with modules that require cap, that you need to actually turn on. For example, active shield hardners and shield booster. You must turn on the hardners to improve the resistences to your shields, and you must turn on the booster to replinish a certain amount of shields per cycle.
Passive is with modules that improve resistences and shield recharge without the use of needing to turn modules on. Passive tanking is a quite a bit harder to accomplish reasonable, therefor active is the preffered method of tanking.

If you're running in fleet battles, also take into consideration that Blackbirds (and Scorpions) are some of the first ships to be called primary. Be prepared to lose them often in that scenario.

I've never been in a fleet occasion where a scorp, if present, hasn't been called primary. Blackbirds might get away with it for a few minutes if there are bigger ships present.
When asking a corpmate to come along in a scorp, we just ask him to come in his primary.
