Supply and demand...
Also consider that the BPO would sell for about 100 Bill, and u will see why.

They're also one of the most useful Tech 2 modules in game, essential for a lot of mining, npc and pvp setups.

its not all bout the supply and demand.
Its more of ppl need it, so why dont just bleed them dry - kinda thing.

afaik they cost 200k to build. But there are only 4 BPO's available and 3 of them are in one hand.

get the next best named one. its 1.5% worse, but takes about half the cpu, and about 1/5 of the cost.

understand also that the market of tech II items can be totally controlled by people who managed to gather a maximum of the (about) 20 bpos that become available.
The amount of BPOs is so small (thanks CCP) that it becomes possible for one or two entity (player, corp...) to hold almost all of them, by long and large offer actions.
Then this has a name: monopoly
You know that a situation of monopoly for one or a few parts (which can conclude agreements on exchange price then...) provoke a significant increase of the price of a product.
No need to recall that monopoly and agreements between entity that hold a part of an exclusive product are often prohibited in real world : p |

NPCs dont make tech 2 equipment, only tech 1.
