I was told i should nos npc interceptors to break their tank but i kinda have the impression it doesn't really work.
Does EVE even keep track of NPC cap or do they just fire and activate their webbers, repairs and jammer on that chance based model?

Im under the impression that once a NPC's cap poole is depleted by your NOS that their % chance of regenerating armour/shield is reduced.
But I dont really NPC, so I could be wrong lol

Nossing NPC has two parts:
a) It helps your cap.
b) It reduces their tanking abilities.
NPC have two caps. One for their weapons, EW, movement. One for their tank.
Nossing them eats from their tanking cap - but it can't stop it completely. Their public cap is limited so you might have to switch the nos over to another ship after a few cycles for the best effect.

You start off right, but go horribly wrong after that.
NPCs don't use cap... EVER. Being nossed reduced their tanking ability, but not cause they don't have cap, but by some formula.
You can get cap by nossing npcs but their cap is quite limited. For blaster boats stuff blows up before they run out off cap, so it works well.
