I am very perplexed about why specialized skill books are so freakishly expensive. The base price for the books is around 20 million, but the books are being sold for no less then 75, and in some cases, over 200 million each!
I'd like to know how these books even come about in the game, are they isued by learning stations (universities and the like), or are they gotten through agent missions and offers? Thanks for any help on this....

They only come as agent offers. And each skill book cost 15.000 loyalty points and 10 mil isk.
So their high price is the price of loyalty points.

About how long does it take to repay the investment of 100m in these skillbooks? Am I being foolish in training Gunnery V before Social/Connections V

if you are a pilot with high preception and low charisma, you would be ALOT better off training gunnery V then social V.

Skip Social and Connections 5 until you have nothing better to train. 15,000 LP really isn't that much. It's just that the offer is pretty rare and you can go a few days in between offers.

You get thousands of lps for lvl 4 missions. So you usually get only one or two shots at it before you have too many lps to get the offer.
Alternatively, most people ditch lvl 3 agents before they get to 15k in order to move on to lvl 4 agents.

I can't imagine why anyone would want to train Social V and Connections V. Their purpose is to get to Level 4 Agents faster - once you can use them there's no need to waste skill training time getting your standings up higher. Connections V by itself will take maybe a third of the time you could have spent training Battleship V instead. And once you've got Battleship V you'll be a better pilot and will get through missions that much faster. |

Assumptions: 1 Loyalty Point = 2500 isk (value taken from the +3 implant offers) 1 skillbook = 100 M isk (just an average) you train the skill to level 4
so a skillbook would need to get you an EXTRA 40K LP (100M/2500) to pay for itself. on level 4 you get 20% EXTRA LP, so you need to gain 200K LP (before the skillbook) or 240K LP (after the skill) to break even.
After that you are making a profit... You'll break even sooner if you: * think the skill is wotrh less then 100M * think 1 LP is worth more then 2500 isk * trainthe skill to level 5 (its only rank 1)

For example, I will train those two skills to 5 because I'll need high standings in multiple corps, not for their level 4 agents, but for getting rid of the 5% tax on the refining ...
You also need some very high standings for Empire POSes, and for some COSMOS offers.
Their purpose is not to get to level 4 agents faster, but to raise your standings faster ... you know, when you do have a level 4 agent, your standings still raise with the missions you do ...
