I would recommend a properly tanked Mackinaw.

If you are low on Skills it might be tight on CPU. This fit has 38k EHP which means that a lot of people will not bother trying to gank you. Please not that it is of course still possible to be ganked in this. It reduces the chances though. The best tank is being at the keyboard though!
In terms of what to mine:
Best Highsec Ores at the moment are:
Scordite > Pyroxeres > Kernite > Plagioclase > Veldspar > Omber
The first three are very close to each other though and even Plagioclase is not far off. Veldspar and Omber are worth a bit less though. |

2. As for: "What is the most valuable Ore you can mine in high sec?" it used to be Kernite Ore for me. Scordite perhaps was close second. I used to get the data from a table of values listed on a live webpage.
The best Ore to mine in any system may depend on the resale value opportunity available to you.
This may change given the demand and offers of competitors.
It can also be affected by potential refining results (which can be less than selling the Ore Value btw).
Keep in mind that the more risky or trouble some the hauling trip is, the least valuable your cargo becomes.
I am now redesigning my target Ore values by hunting/scanning for Ice and Dark Glitter. The reason it may make it more valuable for me is mostly due to increasing Jump Bridge Fuel demand.
Unfortunately for me, that demand is not from export source which would more than make up my profit. It rather is for my own Jump Bridge needs demand. Even just to jump a mining barge does take jump bridge fuel (which comes from Ice).
Anyways, I will leave it at that, but it wasn't uncommon for me to hear rumors of it being worth millions. (I was never even offered 10% for it in reality however...)
3. As for the best specific Ore Mining barge to take into a 0.5 system (Hi sec), it depends on the conditions.
Conditions may change.
Mining with an Orca make make it more worthwhile to use the hi yield ratio barge. The Orca may allow to transfer the Ore from the Ore hold into it's own internal Ore Hold. That way, you can make up for the smaller hold than a Mackinaw or Retriever.
The difference between using Exhumer or T1 Ore Barge depends on your skills and other factors. The nearby purchase availability of the ship. The control of the risk of loss value is another factor, as the low end Barges mean less risk of higher loss.
Include in the evaluation of the best value factors such as the potential income gain from mining. This mining can translate into Ore sale, capital construction, structure construction, or who knows what renumeration.
Mining without an Orca or support ship(s) can limit your yield and the cargo class barges may be better.
Mining without support for defense may make your barge more vulnerable to tackling and so the Tank version may be best. |

1) which one do you feel like getting ganked? Stick with a procurer. It's cheap and has a good tank. You can use a Retriever or Covetor if you really want but they are paper thin and will die before Concord gets there. Fly a Mackinaw or Hulk and you're basically asking to be ganked.
2) usually either kernite, pyrox. Depends though. Sometimes the number of refines and market circumstances make lower tier ores more valuable to mine.

T2 barges are great. But it takes 50 + days to skill for them... T1 barge you can learn in a week.
I am no miner, but it is usually like this: AFK mining - Procurer (very good passive tank and 4 ECM drones + 1 combat drone are enough to make you safe even in 0.5) . Active mining - Covetor (fastest mine, but must keep aligned to some warp able object all the time and run away the same second gang appears) Professional mining - Retriever (cause you do not need to fly to unload that often)
T2 barges are the same - just bigger ;) |

I mine just fine in a Mining Yield Focused Retriever. When I head into LoSec, I have my Procurer with some WCS. Having a heart is what makes you strong, but it can also make you weak. |

You heard it from the experts. If you don't want to lose a barge fly a procurer. Chances are good someone MAY still gank you in a procurer, it just takes a lot more work.
If you happen to be in the middle of nowhere you can probably get away with a poorly tanked retreiver. If you're AFK I would agree the procurer is the best choice. |

This is a very good fit! It is not gank proof (there is no such thing), but will stop anything but a serious gank attempt (like 5x catalysts). Get a feel for the area you wish to mine in. If it is very active with gankers, you may want to use a skiff instead.
The fit below actually has a better mining yield than the Mack, although it has a much smaller ore hold. It also has almost twice the EHP, and would require a very serious effort to gank. I generally find that having to drop off ore twice as often annoys the crap out of me though.

The best barge for mining in 0.5 is one that is proudly displaying its New Order mining permit and whose pilot follows the New Haliama Code of Conduct. Those ones tend to last a little longer and have fewer accidents. (You can read about the Code and highsec mining permit requirements at www.minerbumping.com )
Once you have your permit sorted out, a Retriever will generally give you the best results, unless mining alongside an Orca in which case a Covetor is probably best.
Please note that using very expensive modules or ships is not recommended. While a mining permit will stop the New Order from ganking you, highsec is home to many other opportunists who will definitely shoot you on sight if you are using 100+ million modules on your barge. https://forums.eveonline.com/default.aspx?g=posts&t=238931 - an idea for a new form of hybrid PVE/PVP content. I think you overestimate the monetary value of permit sales to us. I'd estimate they bring in less than 1% of our funds.
The payment is merely symbolic, the amount is kept low so even the newest pilots can easily afford it.
