Sure, just buy the Amarr ship skills instead. You will get Caldari Frigate no matter how hard you try. But it's up to you to leave it at that.

Although you will start with Caldari Frigate at, at least level 1, there is nothing to stop you instantly buying the Amarr Frigate skillbook at training that up instead, along with the Energy Turrets skill of course, so you can fit something useful to your ship.

I chose caldari for the backstory, now I fly minmatar ships. If I had looked more at my portrait or at how many people were already caldari I certainly would have picked amarr.

If I was you I would personally go for Khanid character if you want to follow the amarr rout.
Pick > Cyber Knight > Imperial Academy > Gunnery > Improved Laser Weapons > Advanced Laser Weapons.
You will start with amongst other things Gunnery lvl 5 and small energy turret lvl 4.
I would then put 2 points of attribute into memory and 3 into intelligence, which would give attributes of :-
Int - 8 cha - 5 Per - 11 Mem - 7 Wil - 8
i know If you go for achura > monk you get a similar rolled character with less charisma, but IMO this is more balanced. If you ever decide to train leadership skills you will need charisma.
PS. these figures are from the eve character tool and i cant take any responsability for mistakes as its not my tool.
Summary: Background: Amarr, Khanid, Cyber Knights. Attributes: Intelligence: 8, Charisma: 5, Perception: 11, Memory: 7, Willpower: 8. Schooling: Imperial Academy->Gunnery-> Improved Laser Weapons->Advanced Laser Weapons. Skills: Amarr Frigate, Controlled Bursts, Electronics, 5xGunnery, Mining, 4xSmall Energy Turret, Targeting.
