Here we go again. Why do all the pirates and their apologists want level 4 agents out of high sec? Answer: they want easy ganks.
Level 4 mission fits and PvP fits are completely different. Use one for the other and you lose your ship. The only difference is that rats don't go for your pod.
The only real solutions to this are to give the rats much better AI, and put in less of them, or lock the gates into the mission complexes once the intended user is through. The first would make PvE more like PvP and maybe encourage a similar fitting, the second would make ganking with rat assistance impossible (although if you have to warp out you're still screwed). And neither is going to happen any time soon, if ever.
"Do level 4s in groups then." Yeah sure. Level 4 missions only just about keep pace with high-sec mining as it is as an earner. They have been endlessly nerfed at every opportunity since they were introduced; do any more nerfing and see people starting to leave, including me.
Another point is that the time taken for a high-sec level 4 is predictable, and you can usually make the bonus. Some of us have other things to do than playing EVE, believe it or not, and only have so much time to spare playing it. I, and I have no doubt others, would rather spend that time actively playing than sitting in a station or safespot for 3 hours because some bored griefer has decided to turn up in system. Low-sec is not for casual players - and I suspect that a significant proportion, maybe a majority, of players are casual.
The reason why so many people never leave high sec is because a minority get their jollies by ruining someone else's day - or week, or month.
Make ganking more difficult, populate low sec. Don't, and things will stay as they are. Make life even more difficult for non-griefers and they will start to leave. Do it for long enough, and the griefers will have won - but they won't have a game to grief in.
