...a person to fit their destroyer with thirty million ISKs worth of named and tech II equipment, then go ratting in lowsec without support in a pirate infested region?
I mean I'm not complaining It's nearly free ISK. I wish more people would do it...

I'd say the answer is two-fold:
1. Stupidity/Ignorance (amounts to almost the same thing in my opinion..)
2. Having so much ISK you dont care, and wanting to try out new setups.

I would disagree. Anyone just starting in lowsec is going to be someone ignorant... just like if I went into 0.0 I'd probably get splattered for not knowing the local laws. Doesn't make them stupid, just means they didn't think of a particular situation occuring. -----

I tend to rat solo, altho my t2 eq probably didnt cost 30mil, but meh. Some people don't know better, some don't care, some are both.

most people wont even bother with destroyers and smaller ships. unless im flagged already, i wouldnt either.

True. But in my book ignorance is seldom an excuse, when you COULD have found out what you were ignorant of beforehand just by doing some research.. Therefore in most cases: ignorance = stupidity in my book.
Your example is one of the (few) exeptions though.

I remember someone talking a while back in one of the pro-destroyer threads in the Ships & Modules forum about fitting out his destroyer with all T2 stuff to "give someone a surprise when they (weren't) expecting it."
