If you want to gank them for under the cost of their ship you will need multiple gankers in meta 3 catalysts. Keep the cost down to 3 mill per cat, and scoop the blue loot for reuse. Their usual holes are EM / Therm, with the bulk of their tank being shield, Expl is generally the worse dmg type to use on them. A Taloes will be the usual best ship to use if it can be ganked solo. Otherwise you're really better off using 5-6 cats to accomplish the goal.
I know some people can't reliably gather 5-6 other pilots to join them, in which case....I was looking through some fits lastnight as I may be attempting to solo alot of procurers myself soon, and I think I may have worked out a reliable way to take them out, solo, but the price is quite steep at ~150m. For most, this price point isn't sustainable, but for certain situations or short term goals, it may be suitable. I'll edit this post if I get a chance to use the ship/fit I have in mind.

A, more or less, properly fitted Procurer with decent skills should have around 60,000 EHP. If we assume you have 20 seconds before CONCORD kills you, that means you'd require 3000 dps. Which all begs the question are we about to start p***ing in the pool here? CCP lets us gank miners for our amusement and entertainment as we can always argue "hey not our fault they dont tank their ships? not our fault they undock in t1 haulers with 200 mil cargos and (my fav lol) they were autopiloting!!!" there has to be an expectaion of profit though to avoid the accusation of griefing.
Remember when folks sat outside the newbie stations blowing up the noob ships for sport? remember what happened? CCP making them "safe" zones? Remember when they introduced Concord with its headshot stupid mechanics that both removed all responsibilty and the same time most of the capabilty from the carebears we hunt?
I mean LOL yeah, Im appealing to reason and restraint from this audience, I know waste of **** time, but really if you start going out and murdering the tanked procuers along with the empty charons we are gonna have a problem. I want to see CCP dial back some of the restrictions on our sand box here, the biggest being the removal of concord., but you guys if you start doing this your gonna generate more posts from the jester and hes going to be arguably RIGHT.

As somebody has already stated, if they are in a Proc or Skiff, they are a smart miner.
Best to hunt the dumb ones instead, no lack of targets.
One t2 fit Catalyst will usually pop a Hulk or Covetor, and cost is mostly under 10 million. Everything in EVE is a trap. And if it isn't, it's your job to make it a trap...:) You want to know what immorality in EVE Online looks like? Look no further than Ripard "Jester" Teg.

You really can't gank a procurer solo, unless you're using high-alpha/expensive tornados.
However, it is possible. A 1400mm arty-fitted tornado can do the job in a 0.6 or 0.5 system. 1 shot can possibly bring down the shields to a critical level, and you can a second shot if you overheat the guns and have several gyrostabilizers fitted, that second shot would do the job, and just in time before you get CONCORDOKKEN.

Suicide ganking & 'miner bumping' are legal activities whereas bot mining is illegal under the EULA. Most gankers and/or bumpers have legitimate in-game reasons for doing what they do. Some changes due in the summer update such as increased sub-warp speed and increased drone damage on certain mining vessels will make it more difficult. But if pilots wish to 'police' depletion of asteroid belts to increase sustainable behaviour I believe it is a legitimate activity. Unlike what E1 did which was totally out of order. |

In most cases it is not financially viable to try to suicide gank Procurers. To my mind Procurers should be a much more expensive craft to build as they have battleship characteristics but I'm just one voice.
It sounds like you have a problem with large scale depletion of asteroid belts by AFK/ISBoxer style mining fleets although you don't mention these details. I would offer my assistance but I am a small operation with a small number of sub-contractors so I cannot assist you.
I suggest the following methods:
1) Procurer pilots quite often use the jet-can method of mining nowadays. If you time it right you can make some ISK as well as 'encourage' the problem miners to relocate to other systems. Use a Miasmos and fill the lows with WCS and fit some tank such as shield extenders in the mids. Put an MWD in the mids as well to enable a faster getaway. You can empty more than two jet-cans into a Miasmos. Open the ore hold screen and the jet-cans screens and switch the ore manually due to a hold bug within the game client. 2) 'Miner-bumping'. Do this as well as emptying their jet-cans or if they are not using the jet-can method go straight to this option. You will need a cruiser with a MWD fitted. A good fitting can be found on the miner-bumping site run by James 315 using a stabber or make your own up if you can't fly Minmatar. Changes planned by CCP for the summer expansion are going to make this more difficult but it will still be possible to do post 3rd June. 3) If neither of the above is working either war-dec them yourself or employ a merc corp to do it for you. If they are in NPC corps you are a bit shafted on this one and will have to go back to options one and two above.
I am contracted to 'police' one system and have 'encouraged' quite a few corporations to move on. There are many other systems they can mine of course. Unfortunately there are always more 'AFK/ISboxer type appearing on the scene so it keeps me busy. I have even managed to 'move' corporations who cannot apparently speak any English so anything is possible. I encourage you to have a go at sorting it out yourself if this is the problem you face. Time to help the other side.
Resists are near 80% for both fits no matter the SP, which means: - an RR Scorpion (368 rep/sec) spares you 1840 dps/sec. This increases the catalyst count needed by 4-5 before counting any ships you ECM jam. - an RR battleship with 8 high slots (~650 rep/sec) spares you 3250 dps/sec. This increases the catalyst count needed by 7-8.
