...a way for new players to get to grips with PvP without the grief of loosing their first cruiser and for older players to test tanks and practice strategy in (relative) safety.
I have been playing EVE for nearly 5 months now (loving it to ^_^) and one of the many things that have caught my attention while flying around is on occasion I see ships from the same corp fighting each other outside a station for some reason or other but they don't blow each other up.
That got me thinking... what if you could put you ship into a 'Battle simulation' mode? Effectively what I would see happening would be that when active your weapons don't do any damage to your target and your UI shows simulated damage whenever you receive simulated hits, perhaps showing sim damage as blue on the gauge but still show real damage, just in case your training fight gets 'interrupted...'
If your ship takes enough sim damage that it would be destroyed normally then disable the ship and disallow anybody else who is in sim mode from targeting you.
For safety all non-combat mods would be unaffected by sim mode (can still shield rep, etc...) and if you get hit by 'live' ammo then your ship automatically comes out of sim mode.
This could be used, for example, by alliances for conducting wargames to help in PvP combat training, or just for fun. ^_^

Theres a test server, go and use that.

I can't use the test server, it's running a different version. I really liked the test server, and had the good fortune to make a lot of my idiotic mistakes there.

Copy a second version of EvE and call it "EvE Test"
Patch this version.
Voila, one test version and one live version.

As it has been mentioned by some the test server isn't working.
(Rant) Secondly, pretend that fighting in EVE is like fighting in the army in RL. In RL you can't just 'use the test server' if your worried that your body armour won't protect you from the live ammo that your training companions HAVE to use.
No, in RL the army uses training equipment. We should have the same or similar in EVE. The test server is just that, a server for testing things not in TQ yet. (/Rant)

This should be done - a 'training weapons' mode which doesn't consume ammo, and is obviously shown by ships dueling using weak targeting lasers. When you 'kill' someone they're engines depower and they just sit there (or they warp off).
It would be a neat thing to see and add something for rookie's to do in high sec. Of course the main reason not to add it is you don't want people only ever fighting mock battles.

I doubt this will happen. But, what if certain stations had a HolodeckÖ where (for a price - ISK sink) you and your friends could enter and train in certain combat simulations? You and your buddies would enter the given station (cap the number of players per simulation), choose the ships, modules, etc and start training.
It would be against the whole EVE paradigm due to the instance created when the HolodeckÖ program was activated. But, maybe it would be a fun way to train and test-drive new ships.
