So the other day I'm roaming belts through diffrent systems and I'm approaching a gate and this guy opens fire on me. It's a caracal, so I'm not to worried, so I approach the gate and jump my punisher through. The reason I didn't attack him was because I thought I would get pwned by the sentries, turns out, I'm apprenly allowed to defend myself.
Scanning belts and I notice the guys in local and I think "wtf" and challange him to a 1v1. I go through the motions of telling him that my friends won't be inerrupting (while telling my friends they won't be interrupting), we'll make a private gang and fight at a SS, the whole works.
He agrees, him in his caracal and me in my punisher. He asks if he can dock and change ammo types, I agree, but I'm pretty sure he's going to change the 2 stabs to something else at the VERY least. I know he had this cause my gang mate had tried to catch him in a belt with 2 points a couple mins earlier.
So he gets back, we start the fight. I get webbed and jammed and NOS. I put up a little bit of a fight in the cycles when I'm not jamed, but the NOS is starting to really hurt, so I eventually pop. Turns out he had change his WHOLE setup. Web and ECM were the start, he was using Assault launchers too. I didn't ***** about it, I was almost kinda expecting it.
What I want to know is, in 1v1 (genuine 1v1), is refitting generally allowed, or is it a case of "bring what you in"?

unless you specifically said no refitting, there really is no reason he couldn't do it . . .

Like I said, I'm not b!tching that he did refit, as I didn't state that you couldn't, but I'm more looking for a "general set of rules" for 1v1 that for future fights, I might know what to say and what is generablt agreeable.

1v1's arent worth the hassle.
One of the very few I've done I got jumped by all the guys buddies because I warp scrambled him and thats "ECM" (we agreed no ECM)
Now technically a warp scrambler falls under that section in the market but anybody that can rub 2 brain cells together knows a jammer is ECM, a warp scrambler isn't.
Moral of the story - Theres too much room for misunderstading (at best) and downright "cheating" at worst.
Just wait till the bastard isnt paying attention and ratting or something and mash him when he's unprepared

Just to touch:
Scrams and webs are under Electronic Warfare. Am I mistaken?
ECM is Electronic Counter Measures. Am I mistaken?
While ECM, Scrams and Webs are Ewar, all being considered should be noted and agreed to or against at the start.
And just to add to the issue, Scrams are useless and a waste of a slot for dueling.

The main rule of 1v1's is just not to do them.
I never accept pre-arranged 1v1's because so few people abide by them. And anytime the other guy knows what you're in and he docks and offers a 1v1 its a sure bet that he has fitted specifically to counter your ship.
If you meet some random guy out in the middle of nowhere in 0.0, you can probably safely do a 1v1. But other than that I wouldn't do it unless you know the guy or he is generally know to be very honorable PvP'er.

1v1s are fine if your enemy is considered trustworthy.
For example, I've fought SA in 1v1s, and in my experience they're generally trustworthy.
Most of our other enemies, regardless of how lame people may claim them to be, would probably fall in the same category.
In 1v1s I do, we set rules. You're generally allowed to set your setup however you want, however there are a few rules we set:
1. No EW. Only EW allowed are webs, target painters, and scramblers. 2. No specific tanking. For example, if your enemy is an Amarr ship and you're armor tanking, fitting 2 EM and 2 thermal hardeners is not fair at all, as no real PvP fight would end up like that. 3. No stabs, because they're just stupidly lame. No warping out either. 4. If your opponent says "to hull only" because they don't have the cash to replace their ship, both sides must abide by it or not duel. 5. Abide by any other rules agreed on by both sides. Depending on the duel, this may include rules such as "nothing but T1" (which I like for a fun cheap duel) or "no NOS", etc.

I used to think 1 v 1's are ok.
Till people start refitting for what they go against, or use actual ECM (preventing someone from doing damage,or being able to shoot is not right in my eyes) .
Both stay and dont warp till 1 person dies.
But, waste of time and its easyer just to gank the bastards when their not lookin like Deja said. ------------------------------
