Hey everyone! Here's the details of the Blockade Runner rebalance that we announced in the Fanfest keynote. These ships were working fairly well, so while we're giving them a pretty significant set of improvements across the board we're keeping their basic role and purpose intact.
Highlights are:
- They all now have two highslots for a probe launcher or covert cyno alongside the cloak. The Prowler gets a third low.
- A pretty significant cargohold increase across the whole line. They still have significantly less max cargo than any of the T1 haulers, but they can now all break the 10k threshold with T1 rigs.
- Replaced the useless tanking bonus with +5% warp speed per level. This means that at Transport Ships level 5 they go 7.5au/s.
- Their tanks still aren't anything to write home about, but we have given them full T2 resists.
PRORATOR
Amarr Industrial Bonus per level: +5% Cargo Capacity +5% Velocity
Transport Ships Bonus per level: +5% Warp Speed (was the useless tanking bonus) -20% CPU requirements for Cloaking Devices
Note: Can fit covert ops cloaking devices and covert cynos. Cloak reactivation delay reduced to 5 seconds. Immune to cargo scanning.
Slot layout: 2(+1)H, 2M, 4L; 1 turret Fittings: 150 PWG, 200(+5) CPU Defense (shields / armor / hull) : 800(-255) / 2000(-109) / 2100(-150) Base shield resistances (EM/Therm/Kin/Exp): 0 / 20 / 70(+15) / 87.5(+12.5) Base armor resistances (EM/Therm/Kin/Exp): 50 / 35 / 62.5(+18.75) / 80(+20) Capacitor (amount / recharge / cap per second) : 1375(+437.5) / 393(+112)s / 3.5 Mobility (max velocity / agility / mass / align time): 170(+10) / 0.52(-0.03) / 10,750,000 / 7.75s Drones (bandwidth / bay): 0 / 0 Targeting (max targeting range / Scan Resolution / Max Locked targets): 35km / 240 / 2 Sensor strength: 14 Signature radius: 110(-5) Cargo Hold: 2900(+400)m3

I still think they should be immune to bubbles.
We have the "technology" to put that on a t3 cruiser and an interceptor but not the ship whose soul purpose is running blockades?
What harm would it really do? If anything it would allow small groups to be able to more reliably operate in 0.0 where now they don't bother.
What good is it to ninja mine in the new t2 mining frig if I have no way of hauling the materials out of 0.0? |

Looks rather nice, though the Prowler has a typo:
Targeting (max targeting range / Scan Resolution / Max Locked targets): 3km / 245 / 2
While I don't think I've ever locked up much in my prowler aside from wrecks, salvaging might become a whole lot more difficult with only 3 km locking range. |

What concerns me about this round of fixes is a massive homogenization of all Runners - they essentially are becoming the same across the board and the pick of "smaller cargo of a prowler, but covert cyno or a bigger cargo of a viator but no utility high" choice becomes just a run for the one with the most cargo - leaving others useless. Is it Hotdrop O'Clock yet?

Please remove the immunity to cargo scanning. This will make it much safer to autopilot around in highsec in an empty BR, while not affecting anyone who is flying manually with valuable cargo, because of the cloak. |

Ok thanks for getting rid of the useless active tanking bonuses.
However, I'm still somewhat miffed at the slot layout differential. Amarr gets lots of lowslots but much less base cargo m3. This assures that it must fill those slots with cargo expanders in order to compete with the hauling capacity of the Caldari BR. Conversely the caldari BR is getting more shield resist tanking, single or double propulsion, or ewar options to save itself with if it doesn't get the cloak activated in time.
Can't you just acknowledge that this class of ships have a role which is independent of racial tanking predilections and slot layout ? A military that would fail to design its ships for their role simply would not last long (Amarr). Please rethink this. CCP, there are off buttons for ship explosions, missile effects, turret effects, etc. "Immersion" does not seem to be harmed by those. So, please give us an off button for the jump gate and autoscan visuals. |

I'm really happy to see this acknowledged. The rebalance initiative has been great so far, and it's still going strong. As long as you guys can recognize and admit when something like a tanking bonus on a cargo ship is worthless, EVE will get to a much better place. |

Can you tell us what the thought process is behind the mass and agility nerf on the prowler? As it stands there doesnt seem to be much of a reason to use one over a viator.
More mass, slightly slower align time, smaller cargo same slot layout...
It seems to be better in all the ways that dont really matter: resist profile, shield HP, speed |

I always thought my Prowler had the best align time of the Runners, but you are showing it to have align time slower than Viator and have bumped up the mass for some reason?? Minnie stuff normally aligns faster than other races.

I'm kinda wondering the same. and this somehow breaks the unspoken rule that minmatar ships are the more agile and faster ships. the Viator wins in all except HP/signature radius. so well, i mean, it is a rustbucket, but why the hate^^
i have both so either way is fine but it somewhat just feels wrong to have the gallente beeing faster than the minmatar.^^

A good blockade runner pilot won't be decloaked long enough to be locked, let alone scanned, making the role bonus rather pointless.
Give it to the Deep Space Transports. Heaven knows that even after the buffs you are giving them they still need that extra umph to make them worth flying in any serious capacity. |

There never was any reason in the first place, it's an incredibly annoying penalty for the ships. It essentially prevents you from AFKing around highsec on AP because of the danger from being ganked. It's the worst thought-out "bonus" on any ship I've seen. The active tank ones may be worthless, but at least they're not active damaging to you. |

Just a suggestion based on the whole unscannable thing some people sayin they'd like to see it removed, could we not have a toggle option, similarily to in real life, a lorry driver will leave the doors on his trailer open if he's empty to remove the risk of someone hijacking him. Could we not have an option similarily to the option to open fleet hangars in the inventory tree, that allows you to effectively "open your cargohold for all to see" so people can choose if they wish to be scannable or not. This could also bring a new edge, where people may get ganked because they loaded up 5bn in whatever, and forgot to make themselves unscannable again and suddenly, pop.
