Great changes, I'm glad to see increased cargo, especially for Prowler, as he will be able to transport cruisers. Yay!
One suggestion that isn't really related to the balance, but could you please consider using:
"Immune to player cargo scanning."
instead of
"Immune to cargo scanning." in the ship description ?
The current description suggests that the ship is immune to NPC scanning (i.e. illegal goods) which to the best of my knowledge isn't true. |

I fly Blockade Runners regularly, and the changes look good to me. The extra utility high is a nice "quality of life" change.
The cargo scanning immunity - I think clarification between player and NPC (Customs/CONCORD) would be good, as it really isn't clear how this works with regards to booster transport. Otherwise I don't think it needs to change. The cargo scanning immunity means targeting Blockade Runners is a crapshoot without good intel. I would prefer to be able to toggle the cargo scanning immunity, but I don't believe the game code is quite there yet. And yes, I share the opinion that the immunity has made flying Blockade Runners in High-sec more dangerous, since many gankers would now often flip the coin and fire, 'just in case'. Scanning immunity fits the Blockade Runner theme, I understand why it's there, but it's hard to argue that they wouldn't be better without it.

This rebalance seems to fall a bit short, but the added warp speed and cargohold sounds like a nice thing.
In my opinion they could have gotten a much much bigger increase in cargohold to compensate for the whole nerf of freighters and JFs. People need ways to move stuff around.
Edit : And I second the suggestion to give them a r+¦le bonus that keeps their MWD running when warp scrambled. Signature Tanking - Best Tanking. Beware the french guy!

On my player accounts I have lost a lot of ships over time. But never ever one of my trusty and frequently used blockade runners. Be it in 1.0 HS, deep Null or W-space, they jump the blockades laid across their path through space and run. Imho, these proposed changes will not hamper that ability.

Yes please remove the cargo scan immunity. It is a total waste on a blockade runner

Not even close to a troll. It is absolutely true. With an unscannable cargo you have to fly a BR as a potential gank target 100% of the time. And when flown like they should nobody was ever scanning your cargo anyhow.
Bottom line if my BR is empty I'd prefer someone can see that it is. If it's not empty i'll be cloaked and gone before they can. |

Can't see a reason to use the prowler now. It used to be the only BR that could fit a cloak and a probe launcher. That gave it a niche use that compensated for the lower cargo space. Now it is just a BR with the least cargo room.
Too bad. It was an interesting ship for its niche use. |

I actually quite like this idea though I'm not entirely sure how practical it is as mostly if you can't cloak your pretty much dead anyhow but making them bubble immune would be maybe a step too far whereas it might give them a chance at being actually able to run a proper blockade if they couldn't be (or couldn't be easily) prevented by MWDing when scrammed. |

Honestly, I was really hoping for a third high slot on the Prowler. As you have it now, there's no reason to favor it over the others. At least with three high slots, creative players would have a reason to care about it. |

I'm a little bit confused about the tradeoff of lower defense numbers in exchange for higher resists. For example, this exchange could exacerbate the holes an artillery gank can pick apart. It's not too big a deal, but what is the thinking on preferring higher resists as opposed to more uniform raw ehp? Is this what is being used to differentiate the ships now? It is a prorator so hit the em or thermal hole. It is a crane so hit the em or explosive hole.
If people have been requesting this change that's cool, but I was trying to understand the thinking behind it. |

Giving all 4 BR's 2 high slots does seem a bit of a migration towards more uniformity between races. Why not make it 2 with high slots, and the other two get superior cargo capacity by 15-20% or such. This would allow for players to choose max capacity for minimum trips or get a second high slot for cyno and probes; with there being a choice whichever way they go. |

Shame you apparently didn't look at stats. it also gains cargo (only 100m3 base lower than a Viator) and an additional low to offset its lower cargo. |

I didn't see the need for any change at all, except for replacing the useless tank bonus with something marginally less useless. I also don't like the shift towards uniformity. A little more flavor taken out of the universe, again.
At least it's not a kick in the face like lowering freighter EHP, or a complete waste like trying to make DST's viable gate runners by giving them tank.
