New to eve. Was mining in 0.9 space about 5-10 kilometers from a group of Concord Police. An ore thief comes along and steals the ore. The Concord police do nothing. I lose an hour's worth of ore and as far as I can tell from the forums there is nothing I can do.
What is the purpose of the Concord Police? They never protect when I am attacked and don't stop thieves.... what is the point of them being there?

1. CONCORD does attack anyone who attacks you in high security space unless they're at war with you, or you are flagged to them. They will kill them without fail.
2. "Stealing" from a jetcan is not a criminal act per se--remember, you jetissoned the stuff, meaning you "don't want it." However, you do have the right to attack those who took from your can, which you can do.

You should know that Concord are not really police in the traditional Earth sense with the exceptions of that they are most likely to be on a coffee and donut break when you most need them.
There is a bit of a mystery currently as to Concord's true function and intention, and whether they offer any real value/assistance to EVE citizens or merely maintain a facade of such while they continue to build their own little power base in the universe.
Concord do not care about ore theives, but they'll let you aggress one if they stole from you. They'll let you unleash the full fury of your mining lasers upon the theif without giving you a sec hit.

Learn "anchoring" - use secure containers.
I believe there is an explanation to concord in the fcition available for us to read on the site, either short story or novel, can't remember. Something to do with the wars between the empires and Concord is a joint policing (faction) autority or something.
I can't see them as cops in the traditional way.
