I think I'm missing something on how to get better agents, namely those for level 3. So far I've got social and connections up to 4 as well as criminal connections up to 3. I'm currently working on diplomacy 4. My charisma is only 11. 5.5 mil sp.
Is there anything else I need to do to get better agents? Do I have to start out with a level 1 or 2 agent to build up credability with a corportation?

You'll have to spam a few level 2 missions and get some storyline missions before a level 3 agent will talk to you... that's my experience.

If you get info on the corp you want to work for and look at the Agents tab, it will show you the agents in various divisions. In each division, agents are divided into those available to you and those not available. Get info on the lowest quality level 3 agent in the division you want to work for. Looking at her attributes, you will see the standing required to work for them. If you have sufficient standing with the corp itself or the corp's faction, you will be able to work for that agent.
To raise standing further if things like connections aren't sufficient, you need to run some missions. Find a high quality, level 2 agent in a convenient place and run normal and storyline missions until you can get a level 3 agent.

If you want to find better agents then
Open your "character sheet" then click on
"standings" and the "liked by" tab there
You see "corporations" right click
"Caldari navy" for example, then go to
"Show transactions" to see mission status rewards
"Show owner info" there go to the
"Agents" tab and browse through it.
Better "quality" means more money... -3 pay's more
Then -13 and 3 pays more than -3 and 19 pays
More then 3 and so on.
If you see a agent that isnĘt available
To you right click on them and go to
"Show info" then click on "agent info" tab
Too see required standing stretch the
"Character info window" and then scroll down
