They go in your drone bay. If you're in a station, right click on your ship and click "Open Drone Bay". Drone bays vary in size from 0 up to, well, huge for the upper end ships. Don't get confused and think that just because you can open a drone bay that your ship can use drones. You have to look at the numbers. If it says 0, then you can't put any drones in it, so you're out of luck on that ship.
Once in space, at the bottom of your overview you will have a drone bay section. Just right click on it and click "Launch Drones". Then you can right click on individual drones and tell them to attack your target(s) or click on the header and tell them as a group to attack. You will do the same to get them back in your ship. Right click, select "Return to Drone Bay".
Sometimes it's faster to just approach the drones in space and right click on the drone itself. This will let you "Scoop to Drone Bay". My drones don't always seem to be in much of a hurry to go back to the bay when I try to order them from the overview.
Anyway, they don't require ammo and are absolutely awesome pets. :)

If you fly around belts in 0.5-0.6, you'll usually find quite a few lights and some mediums where Barge pilots forget to call them back before warping off.

If the pilot has left them behind, yes. You cannot swipe them while they are in flight and the owner is in view. An industrial, roleplaying corporation, currently recruiting -----------------------------------------------

can you pick them up like cargo or do you need a place to put it in your drone bay?

You can do both. If you want to use them, you scoop them to your drone bay. Otherwise scoop them to the cargo hold.

Yes - just get to within 2KM if the drone (or closer) and then right-click on them and scoop to cargo bay. You need to dock and then move them into your drone bay before you can reuse them.

Return to Drone Bay is a newer command that was added, and honestly, it's not very effective. It's more reliable to choose Return to Orbit, and once they are orbitting, then Scoop to Drone Bay.
Also, if you launch drones before the enemy starts trying to target you, there's a good chance they will attack your drones before you. This is good if you have big, tough, mean drones and the ability to repair them in the field. This is bad if you only have a lone scout drone to fight off npc pirates in hi-sec asteroid belts (like me) or you rely on them to kill off smaller ships your big guns have trouble hitting (like me).
If you wait until the enemy begins targeting you to launch your drones, they will ignore the drones (even if they are kicking the enemy's ass in) as long as they are able to attack you instead. To make drones fight, you need to tell them Engage Target on one locked target. After that, they will continue to move on to new enemies unless you order them otherwise. In missions/deadspace you need to keep a tight reign on the drones, because they WILL zip off and aggro another spawn of enemies if you aren't careful.
