I have an Extender or two on my ship . . . adds a lot of shielding . . . why would anyone want to "active tank" when boosters only add a tenth of what the extenders do ? . . . . Am I missing a secret bonus in the Boosters or is there a flaw in the Extenders that I am missing ? I would think passive tanking is the way to go . . . again . . .that is why I am asking . . . I have to be missing something . . . maybe is has to do with Flux Coils or Power Relays or Rechargers . . . or something

Boosters add the tenth of what the expanders do... every few seconds .
Booster = convert cap to shield.
Extender = permenantly increase shield by a static amount.

It boosts the amount of shield listed every number of seconds listed in the attributes, for the amount of cap listed.
A shield recharger just boosts the natural recharge of the shield, which is minimal.

There are also 2 other modules that may be of interest:
Shield Flux Coils boost the recharge of your shields while lowering your shield hp. Not very useful except in very specific setups.
Shield Power Relays boost your shield regeneration at the expense of your capacitor recharge rate, making it ideal for passive shield tanks.

But remember that shield power relays need LO slots, meaning that passive shield tanks (while impressive) require both MID & LO slots to be effective. Active shields use only MID, and Active Armor tanks use only LO.

It's also important to bear in mind that shield extenders increase your ship's signature radius, so you will effectively take more damage.

I do however find it extraordinary that, no matter how much you extend your shields, the regrowth time remains unchanged;
This means that a 4000HP shield with regrowth time of 600sec has a base natural regrowth of 6.66. But if you extend your shield to say 10000HP, the regrowth stays on 600sec, giving you a restoration rate of 16.66, or a passive tank for 16.66DPS.
Add to this some resistances, and you're good to go. Strange that a shield regrows in 600sec though, regardless of size. Strange, but very handy

Perhaps the devs have done this so that it compensates for the increase in signature radius. It does seems to swing in the player's favor however.
I prefer extenders over boosters (one of the reason is as Whelan noted earlier), especially for missions.

Actually, the max recharge rate is 2.4*(max shield/recharge rate), so it'd be 16 and 40 respectively.

Most recent testing suggests that it's actually 2.5x base regen around 30-35%. But you pull at LEAST 2x base regen from 20% to 50%. Above and below that range the regen drops drastically. When passive shielding once you drop under 20% it's basically time to warp, unless you can drastically change the amount of incoming DPS very quickly.
