I don't have any 8+ standing with a faction. Is there any other way to get a jump clone?

You can arrange with ISS (an alliance) to get jumpclone access to their stations, but it'll cost you.

I believe the standing to buy jump clones at an ISS station costs 25 million.

Alright, I've seen it mentioned three times now in different threads. What exactly is a jump close?

A jump clone is a copy of your character that can be installed in various different stations around the place. The jump part refers to the ability for you to fax your consciousness from your existing body into a clone in another station, leaving the old body behind, ready to be used again another time. The old body becomes, by default, a jump clone.
A 'medical' clone is the one that wakes up after you have been 'pod killed' by another player. You never need toupgrade a jump clone but a medical clone must be kept up to be higher than your current skill point level otherwise you risk losing some skill points if you are killed.
In other words, jump clone is a form of travelling (and saving implants - they don't travel from one clone to another) whereas the medical clone is the resurrection one.
Hope that makes it a bit clearer.

There is a new jump clone service that charges 15 million per clone. You should visit the Sell Orders forum and look on the first or second page for "New Jump Clone Service". I purchased one yesterday but haven't tried it out. Basically, you need to join the vendor corp temporarily to get the service at one of their stations. (This particular service has stations in 3 Caldari regions.) After you get the clone installed, you can leave their corp and return to your previous one, keeping the clone. Once you have a clone, you can move it by jumping to the target, moving the clone to a new location, and jumping back to the original body. Basically, you have two bodies that you can move around to different game locations. Plugins, of course, stay with the original body when you jump, so your learning speeds may go up or down, depending on which body you inhabit. You can only make one jump every 24 hours.
Note: You have to train the Infomorph skill under Science to get a jump clone, and you get one additional clone ability per level. That skill tends to cost 900K.
