Hello everybody !
I' ve a newbe question, Yesterday I was flying around Jita and I saw, near a StarGate a pirate (I think it was, a white cross with a small skull) with a sec.level -2.0 and a bounty in his head.
I 've stayed near with, a few km, and I saw no one attacking him...
Wasn't suposed the CONCORD attack him ?. If I was a Bounty Hunter could I do that.

and no, you can only attack them without consequences if they are -5.0 or less

Well, this must not been a pirate...
Pirating is the activity of threatening ppl to blow them up if they don't pay a ransom - or simply blow them up for nice loot - or even pleasure.
What you've seen is simply someone with a negative security standing - not necessarily a pirate - although possible. Generally you get a so-called security hit (negative standing) each time you kill someone in a system rated 0.1 to 0.4 (not 0.0 - there everything is "legal"). Must not have something to do with piracy although possible.
A negative security standing is displayed with a yellow background of the persons line in the overview display.
Whereas the skull symbol notifies you that there is a bounty on this pod pilot. Everyone can put a bounty on anybody. So is the game Must not be a pirate that you can put a bounty on him - may also be a "normal" hostile But you have to pay the bounty - so think about if the person is worth this...
And - as already mentionned - concord attacks players with a security ranking below -5.0.

That is not entirely correct! The pilot has to have a -2 (or less) security standing before you can put a bounty on his head

Thanks for the replys, just one more question around this topic, if I kill NPC pirates, this action will affect my security level ?

That is not entirely correct! The pilot has to have a -2 (or less) security standing before you can put a bounty on his head
-1 or less, not -2.
For killing NPCs: it will slowly raise your security status. Empahasize slowly.

1. Welcome to Jita. Please think twice before you shoot, and be prepared to run. It may be a trap.
2. A white cross is police or other empire NPCs. They cannot have security rating or bounty on them. Therefore, your overview was bugged, or you were seeing things.

Yes. All bounty collections are automatic whether NPC or player.

He's talking about the "Jolly Rodger" that comes up when a person has a bounty on them.
