I was doing some research on fitting the Rifter I am about to purchase and decided on this weapon setup for my Rifter for PvE:
3x Howitzer 1 Rocket Launcher
The rocket launcher was suggested over and over in different fitting, but I was curious how useful it was. Looking up the item on the site, it says it does low damage, is from short range, and you can only load very limited ammo.
If I'm designed to keep moving and keep about a 10k distance from my target, I was curious when the rocket launcher would be useful. Is there a better weapon more fitting with 3x Howitzers for my fourth slot?

For one, you cannot fit a fourth howitzer because all turrets take up a turret hardpoint in addition to a high slot, and the Rifter only has three turret hardpoints.
Second, rockets aren't that useable at that range until you get your missile range skills (Missile Projection and Missile Bombardment) very high.
Third, rockets do 25% more damage per second than light missiles.
Fourth, what are you doing putting artillery on a Rifter?

While I can see putting artillery on a Rifter (it's got the speed to maintain whatever range you like) at the expense of your tank, matching it with a rocket launcher isn't going to work out well for you. I mean, I suppose you have a "close range" weapon then, but honestly with a Rifter you should be able to dictate the range in most fights anyway.
I'm an autocannon man, myself, and my AC's really start to do appreciable damage inside 5 km, which happens to be the range of my rockets. So they mesh together well. Then again, if I can't get inside 5 km, I'm in deep poo-poo.
I'm going to have to make some artillery boats soon, just to have them.

i try'd a set up with some artlillery and it was pretty ok, i did keep a light ac in one slot though to keep other fast frigs honest when they close the gap

Use howies and a standard missile, or ACs and a rocket. Mixing close and long range doesn't make sense.

Thanks, mixing long and short range wasn't making sense to me either. Missles do make a lot more sense. I've heard varying strategies both tanking and keeping low range. I have my Navigation skill up to 4 and seem to have more success keeping range than tanking NPCs, although I'm still in my starter ship. I'd imagine it would translate over to the Reaver just as nicely.
Since I'm a brand new player, I wanted to fit my Rifter to gear towards PvE, either Ratting or Agent Missions. Mining wasn't very exciting to me at the moment, but probably will be when I can venture out into lowsec space.

Mids: 1x 1MN Afterburner 1x Stasis Webifier 1x Cap Recharger
Lows: 1x Small Armour Repairer 1x Gyrostabilizer 1x 200mm Armour plate (400mm if you can fit it)
--2-- Highs: 3x Howitzer 1x Standard Missiles
Mids: 1x 1MN Afterburner 1x Stasis Webifier 1x Cap Recharger
Lows: 1x Small Armour Repairer 1x Gyrostabilizer 1x 200mm Armour plate (400mm if you can fit it)

If youre going after NPCs in a frigate, dont bother with Stasis Webifiers. A Rifter with AB can dictate the range the combat takes place at even if the target is not webbed, as long as you dont engage tech-2 NPCs (unlikely you find those in level 1 missions or high-security systems, though).

actually, the web can be very useful - i use it when hunting drones in missions - having the target stay still makes them take damage a lot better :) Lets me save on ammunition.

Also, if you want to fight some of the NPC cruisers or the like in a frigate, once youre in a bit lower security, the web helps you run circles around them to speed tank. ------------------------------------------ I refuse to use a sig until my avatar is up.

As mentioned above, the web + autocannon allows you to close range faster, maintain better transversals, and increases the damage you do because you don't have to track as fast on a webbed target...
Plus, if YOU get webbed, you will not get into range of whatever webbed you. An Angel Webifier will slam you with a web and put along at 7 km, out of range of AC & rockets. Fighting in pockets of space where you have multiple spawns, the webber can also be the difference between taking out each spawn seperately, or chain aggroing them as a frig runs from you, toward them.
On a long range Arty setup I could see the webber being less useful, though it could help you against a ship that's faster than you. But an autocannon (or short range anything) boat without a webber is just asking to get outranged.
As an example I did a L2 this morning against an angel cruiser and a crapload of angel frigs, I'd estimate about 8 or 9 of them. As I arrived on scene, I burned for the cruiser, cut into a 2 km orbit around him at 837 m/s and then started picking off the frigs. It was critical for me to keep the cruiser at a massive transversal, but it also made hitting the frigs harder as often times I would be heading away from my target with the awkward transversals that produces (orbitting one target and firing at another). Webbing the frigs nullified their movement, making it easier to score clean hits more often.

I wouldn't bother fitting a webber for lvl 1 missions though. Lvl 2, sure, but lvl 1 missions are pretty straight forward. No webbing, nothing bigger than a frigate, and nothing moving faster than normal frigate speed (ie no afterburner frigates to deal with). If the OP is still in his newb ship, He's got plenty of lvl 1's to run before he starts running lvl 2's.

I've only found a couple of L2s even where I'd consider giving up a midslot for a web on my Rifter. Not that it wouldn't be great to be able to fit one on--it would be awesome if I had the slot for it. Point being though that a web isn't absolutely neccesary even later on, depending on how you're set up. * * * In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

If you use autocannons, it takes getting webbed from outside your weapon range precisely one time to convince you to fit one. :) Ever since I did, my DPS improved so much I just left it on. You must shield tank if you can't afford to lose the slot. I went through a long dilema over dropping my small extender (general fit) or passive hardener (rat specific) to put on a web. I think in the end, I'm just too lazy to re-fit a webber for missions with other webbers, so I just leave it on. Not to mention it really is fun to just screech a fast frigate to a halt and fill him with autocannon shells. :)

Thanks for all the advice. I want to get my Rifter ASAP because of a level 1 mission I failed at multiple times last night in my noob ship.
I'm supposed to take out a target at a deadspace, but upon arriving at the deadspace, there were 3 groups of 6 ships with the target in mind in the very center (go figure).
The best I did was to try and slowly agro 1 (although the best I did was agroing 3). I'm not even sure if I could take down one of these ships in my starter ship because landing their missles took about 80% of my shield away.
I want to get the mission completed before time runs out tonight as it looked like challenging fun. I don't think I could handle this mission using ACs (although maybe the afterburner would make the difference), so I was planning on using longer range weapons.

Ah, still in your rookie ship? Even a low tier frigate like a Slasher or Condor is an immense step up from that.

A couple of things.
Do remember that with the last update level 1 and level 2 missions got harder. More rats which actually behave a little more intelligently. Some level 1 missions are going to be a struggle even in a rifter for a newer player. MAKE SURE YOU INSURE YOUR NEW RIFTER.
When I had a rifter I fitted: HIGH: 2 standard missile launchers (allowed me to shoot while closing or if webbed) and 2x 150mm autocannons. More range/damagae than 125's but better tracking than 200's. MID: an afterburner (cold gas), a civ shield booster (which I could leave running all the time pretty much) and a webber. LOW: A damage control and maybe some armour plating or armour repairer.
This config worked well all me to close and fight well as well as remain fairly well defended. I tried a small shiled booster which was OK but it ran me out of cap too quick with the ab going.
The rifter is a fine frigate which still has hangar space for use in hunting down ore newb ore thieves (LOL) (with a warp scrambler instead of a webber) and is an excellent fast little flyer for picking up those item I buy on the market in remote systems.
