This was designed for something else, but it got me thinking...
Ship Class : elite (faction) destroyer
Background: A high level caldari research agent imprisoned for treson escaped and joined the gallenette naval experimental ship research agency... The resulting ship astonished even the most optimistic expectations of the Naval high brass.
(can use 2) 95% reduction of remote shield hardener fitting requirements. 5% reduction in remote shield hardener capacitor usage per level.
The shield hardeners act like active hardners on the ship it's activated on. boosting resistances of te target ships shield by 85% on all damage types except EM.
requires, Destroyers 5 Shield upgrades 5 gallenete frig 5 caldari frig 5 electronics 5 engineering 5 LOL
2000hp in shields with 60-80% resits. Low resits on armour.
It can not use the remote hardener on any other ship withthe same module. 50% speed reudction peractive module....
What do ya think? (places flame retardant googles and presses submit...)

TBH, all current suppot ships wtf suck, why not make one which could actually do well at doing it's job without being as weak as 80 year old mans er*********.
Plus, it's a faction ship, so it'd cost hundreds of mill just to buy one.

A god module like you described would "fix" them in the same way as a +1000% target painter would fix Minmatar EW...
Support ships "wtf suck" in PvP because: 1) It takes time to lock gangmembers. 2) Gang overview is a joke of a GUI. 3) Not enough range on remote modules. 4) Not enough cap for remote boosting and decent tank. 5) Nobody wants to play a priest anyway.

woah, whats all this hostility... If the modules over powered, feel free to blance it (a little) The ship would still be vunrable to EW (the god module if there was to ever be one imo) etc.
As for the ship, i'd have 6 high slots, but with the remote hardeners, no grid for any useful weapns, or active tank.
BTW, the cap useage of the hardner could be tweaked- ie, concentrated fire from fleet would drane your ship's cap completey etc.

Look, a remote resistance booster is a good idea. But the way you started with making the primary effect WTFOMGBBQ strong and then balancing it by adding different penalties won't work. Some bright pilot will find a situation where penalties don't matter and then it's back to the drawing board.
More importantly, logistics are not underused because remote repping and shield boosting (and tracking...) are too weak. It's because the GUI and game mechanics are lacking (my points 1-4) and because it's more fun and enlarges the e-peen more if you kill stuff than heal stuff (my point 5).
